Does removing pages, so that they return 404, also remove any impact of spam links pointing to that page?

A site with numerous spam links pointing to an old forum. The forum is now removed so do I need any further action?

It looks very likely that 404ing a page would indeed remove the impact of spam links to those pages. I found an older article where Google said as much:

Around the same time, John Mu said about the same thing:
Based on this, you shouldn't even need to disavow those links after 404ing the URLs. Hope this helps and good luck!

When a competitor site jumps from 4000 to 10000 links in 2 months are they most likely spamming?
One of my competitors site's jumped from about 4000 links 2 months ago to about 10000 links today. That seems REALLY unnatural to me given the market (roofing products), but if it isn't what are they doing? My gut tells me it's fake, but I'm just curious what some of your takes on it are.

Why links coming from this page are never found? (opensiteexplorer)
There is a very strong authority and ranking website that has links on it to some of our competitors websites and other companies. I used opensiteexplorer to check if these links were showing up as backlinks on competitors site but I was unable to find them. This 'powerful' page of links has been around for quite a while so I don't think time has anything to do with it. SEOmoz toolbar itself gives the particular page good rank, trust, and authority. Using this website (not sure it has any use) http://rapid.searchmetrics.com/en/ it finds the outbound links and domains. I was unable to find any nofollow or noindex things anywhere on the site.. Just looking at the site and it's links I would think it an ideal backlink target for my company. However using opensiteexplorer I am lead to believe this backlink is never being found? Any thoughts? Total Links vs Ext. Followed Links
Hi I'm fairly new to SEO and SEOMOZ. I've created a campaign for my own site and I've added 3 competitor sites. There are 1,385 total links to my site and a massive 49,450 links to one of my competitor's site. However under "Ext. Followed Links", there are 1,045 to my site and only 911 to the same competitor site. Am I correct that it is the "Ext. Followed Links" which are more important from an SEO point of view as the other links have the "no follow" attribute set? Or have I got this wrong? Thanks James

Panda Update: Isn't a link still a link?
I was doing some link building and some SEO's said that the Panda update affected many websites. I am going to use eZineArticles.com as my example. EzineArticles was affected by the Panda update and does not show up in the SERPs as much as before. But they still have doFollow Links coming from the articles I am submitting. QUESTION: Regardless if EzineArticles was affected by the Panda Update, isn't a "Follow Link" still a "Follow Link" OR am I completely wasting my time on this devalued website? Edit: Yes I know a PR 0 page is not as valuable as a PR 9 page. I am asking from the standpoint of the affected Panda Update domains overall.

Value of Inbound Links to Pages With a lot of Outbound Links
Suppose you have a resource page of the Top 50 Awesome Sites in your niche. Since there are about 50 outbound links, then I would think there will be less Page Rank being passed to internal pages from internal links on the resource page. Since you are getting less PR passed to internal pages, are there other ways the inbound links can be beneficial, such as increasing the diversity of links of your domain? Sites like SEO Optimise seem to create a lot of Top 30 Resources lists and I have read that they think it is a strong tactic.
