Strange Key Word Results on Google

I'm trying to rank for the keywords "Chicago General Contractor"
My landing page is https://3fconstruction.net/chicago-general-contractor/
However, in Google a variant page on my site (How to apply for a General Contractor's license - https://3fconstruction.net/how-to-apply-general-contractors-license-chicago/) that is optimized for "General Contractor License Chicago" is coming up first and the target page does not even seem to appear. I've forced a google crawl of my site and the page still does not appear. I've used the moz on-page grader and results of the target page are good.
I'm perplexed and wonder if google is preventing the target page from appearing. Any thought on how to fix this?

Hey Drew,
I would try the inner linking to see if that helps first. If that doesn't work, I'd build links to the https://3fconstruction.net/chicago-general-contractor/ page. I don't think you are being penalized but I'll defer to the other SEO gurus who help on the Q+A.

Hi John, thanks for looking at this! That seems to make sense, but the target sit, https://3fconstruction.net/chicago-general-contractor/ does not even seem to appear anywhere in search results when I search "Chicago General Contractor". When I search "Chicago General Contractor 3F" we appear on page 1.
So it seems like we are getting penalized for something. Is there any way to research that on my end?

I'm sorry to hear about the trouble. I suspect that the issue relates to your inner linking structure
https://3fconstruction.net/chicago-general-contractor/ (3 inner links pointing to the page)
https://3fconstruction.net/how-to-apply-general-contractors-license-chicago/ (135 inner links pointing to the page)
One of the things that will help will be to increase the amount of internal links pointing to the chicago-general-contractor page.

Do You Add City Name & Key Word For Every Page?
Hello, I'm new to SEO but feel I have a decent grasp on it. However, I had a question pertaining to key words and using my city name in it. For instance, if I am using the key word "herniated disc treatment" do I need to put in my city name behind it or does google recognize that I am already in my city area because of my geo tagging and having it listed on the footer of my site? Google's mobile-friendly update. How significant is the impact for us?
Hi guys. Recently I got an email from Webmaster-tools saying our site is poorly optimised for mobile devices, and that it’s going to heavily affect rankings from April 21st. I’m worried to say the least. We literary cannot afford a hit on traffic at the moment 😞 We rank well for niche terms like ‘customised diary’ and ‘personalised diary’. So question... Because we rank well for these very specific searches will we still take a hit on rankings after the update? Won’t our high relevancy for those search terms be enough to keep us high in the results? Also, do you know if this change is specific to the users device? E.g) Someone on a mobile device will get mobile-friendly results, whilst users on a laptop will get different results altogether? I'm just trying to get a sense of how much this update will effect us. Any isights, suggestion, or thoughts would be greatly appreciated. Our site. Thanks in advance. Does Google Analytics' Enhanced Link Attribution cause any SEO problems?
We are looking to implement Google Analytics Enhanced Link Attribution on our site. Our tech person says that this will cause SEO problems because of "duplicate URLS." I am not technical, so I don't understand this at all and can't find any research on the topic. I would like to know if there are any known SEO problems caused by putting in Enhanced Link Attribution.

What does Google consider a "Duplicate Title Tag?"
Do the title tags have to be exactly the same, or can they have some of the same keywords but different context? Hypothetical example: Home Page = Raising a Kitten, Tips & Tricks for a Healthy Cat Sub-Page = How to Cat-Proof your Home when Raising a Kitten Since both title tags has "raising a kitten," "cat" and "tips" would this be considered a "Duplicate Title Tag" even though the pages have completely different content in them? Why Does Google Keep Changing My Page Titles?
I know Google has been doing this for quite some time but how do you "control" what Google will display as your page name? Lots of my pages come up with a title like "[searched keyword] - [website name]" in the search results. I usually a huge drop in CTR when this happens. On the other hand, there are some pages which have kept their title intact in the search results. So what gives? How come one page's title is changed and the other is not?

Branded keyword domain not appearing in Google
Hi, I have a site called www.emv-cards.com but the site has a very poor showing on Google for the search term 'emv cards' and this does not make sense to me. It has position #6 on Bing but is not in Google's top 50. Any assistance would be appreciated. regards, George.
