Multiple, Partial Redirecting URLs from old SEO company

Received quite a surprise when I gained access to the Google webmaster account and saw 4 domains that are link to my clients domain and the number of links for each domain range between 10,000 and 90,000.
Come to find out this was a result of their former agency. The business is very local central. I will use the example of a burger place. They main site is burgers.com and burger places are listed by city and state. Their former agency bought several domains like californiaburgers.com and duplicated the listings for that state on this domain. You can view certain pages of the second domain, but the home page is redirected as are most of the city pages with 301s to the main burgers.com domain.
However, there are pages on the additional domains that do not redirect, as they are not duplicated on the main domain so nowhere to redirect. Google has only found four of them but looks like there could be at least 50. Pages that are not redirected are indexed by the engines - but not ranking (at least not well).
There is a duplicate content issue, although "limited" in the sense that it really is just the name of the business, address and phone number - there is not much to these listings.
What is the best approach to overcome? Right now GWT is showing over 300,000 links, however at least 150,000 to 200,000 of that is from these domains.

Brutal honesty time.
You're in a very difficult position on this one. From one perspective, the best practice would be to tell you all of those domains should be shut down, not even 301 redirects. It's the only "ideal" clean-up of what could very well be deemed mass-scale spam.
However, doing so could literally wipe out a significant volume of existing SEO strength that comes from the links because there's just no way to know how those sites are or are not impacting the main site at this point.
Alternate option:
If there are pages on the rogue domains not on the main site, are those pages that "should" be on the main site when taking the "single site" approach? If so, those should be moved and redirects set up. And if that content doesn't really belong on the main site, those pages should be redirected to their parent home page or wiped out entirely.
In this scenario, you're communicating "there's only one site - it's the site we want ranking, and thus we've taken action to kill all the renegade content".
This is the option I would recommend if it were my client.
Except how can you determine all the other rogue domains out there? That would be important to the process.
I would personally also need to evaluate current organic search traffic to help decide what to do. Is the total organic based visit count significant? Or is it almost non-existent? Because if it's almost non-existent, as painful as it might be to do so, I would opt for the first action - killing off all the rogue domains.
As drastic as it is, and as much as some SEOs would say "get what value you can from redirects", it really is the safest way, long-term to ensuring the site doesn't get slammed by Google. And if short-term or even mid-term rankings drop in that process, my position is still "I care most about long-term goals with sustainability and stabilization critical long-term elements.
Whatever you consider doing, I would also explain all of this to the site owner, and have them participate in the decision making process in a way you can be sure they first understand the issues and then that they have no ability afterward to blame you for anything that takes place due to past methods that were obviously ugly at best and reckless at worst.
I'd also love to hear what others here have to say about this and what they would recommend.

Reuse an old juicy URL or create a new with the best practices?
I'm optimizing a site with all new URL`s, categories, titles, descriptions. All URL's will change but I've old URLs with a lot of backlinks, SEO juice. What is better for SEO with them: 1 - Change those URLs and 301 redirect traffic to the new page.

2 - Keep the URL and work just on new title, description, etc. In option 1 I understand that I'll lose some SEO juice because of the redirect, but the new URL will be correct. In option 2 everything will be strong except from the URL that will make less sense than with option 1. It will not exactly match the product name, title. It`s a reuse of a strong URL.0 -
Domain.com/old-url to domain.com/new-url
HI, I have to change old url`s to new one, for the same domain and all landing pages will be the same: domain.com/old-url I have to change to: domain.com/new-url All together more than 70.000 url. Which automatic redirects to use in International SEO
Hi, I need help with international SEO redirects. I'm going to have intelligencebank.com/au for Australian visitors and intelligencebank.com for the rest of the world. I would like to automatically redirect aus users that land on .com to .com/au and vice versa for non-australian users. 1. Which automatic redirects should I use: a) java script because it will allow US based google bots to crawl my /au website (bots won't read javascript so they won't be redirected) b) http redirects c) 301 redirects d) 302 redirects e) anything else? a) Should I still use rel alternate even though I only use english? b) if I should add rel alternate, can I still keep my existing rel canonical tags that are use to avoid duplicate content (I use a lot of utm codes when advertising)

Does having a ? on the end of your URL affect your SEO?
I have some redirects that were done with at "?" at the end of the URL to include google coding (i.e. you click on an adwords link and the google coding follows the redirected link). When there is not coding to follow the link just appears as "filename.html?". Will that affect us negatively SEO-wise? Thank you.

URL Structure Change - 301 Redirect - on large website
Hi Guys, I have a website which has approximately 15 million pages indexed. We are planning to change url structure of 99.99% of pages but it would remain on same domain. eg: older url: xyz.com/nike-shoes; new url: xyx.com/shopping/nike-shoes A benefit that we would get is adding a related and important keyword in url. We also achieve other technical benefits in identifying the page type before hand and can reduce time taken to serve the pages (as per our tech team). For older URLs, we are planning to do a 301 redirect. While this seems to be the correct thing to do as per Google, we do see that there is a very large number of cases where people have suffered significantly on doing something like this : Here are our questions: Will all page rank value will be passed to new url? (i.e. will there be a 100% passing of PR/link juice to the new URLs) Can it lower my rank for keywords? (currently we have pretty good rankings (1-5) on many keywords) If there is an impact on rankings - will it be only on specific keywords or will we see a sitewide impact? Assuming that we have taken a hit on traffic, How much time would it take to get the traffic back to normal? and if traffic goes down, by what percentage it may go down and for how much time. (best case, average case and worst case scenarios) Is there anything I should keep in mind while doing this? I understand that there are no clear answers that can be given to these questions but we would like to evaluate a worst case/best case situation. Just to give context : Even a 10 day downtime in terms of drops in rankings is extremely detrimental for our business.

301 Redirect To Another 301 Redirect
Hi, We have a client with an old domain that they want to redirect to their primary domain. They also have a few older domains pointing to the old domain. Do you recommend leaving them as redirects that point to the old domain? This will create a redirect to a redirect situation. Or, is it better to go ahead and redirect those older domains to the primary one's, removing one layer of redirect? Thank you! Jessie

It appears that Googlebot Mobile will look for mobile redirects from the desktop site, but still use the SEO from the desktop site.
Is the above statement correct? I've read that its better to have different SEO titles & descriptions for mobile sites as users search differently on mobile devices. I've also read it's good to link build, keep text content on mobile sites etc to get the mobile site to rank. If I choose to not have titles & descriptions on my mobile site will Google just rank our desktop version & then redirect a user on a mobile device to our mobile site or should I be adding in titles & descriptions into the mobile site? New to SEO. How do I set up a 301 Redirect? What Else should I do?
Hello, I am new to web design. I designed my own site using dreamweaver and did all my seo on my own, I read a few books. Long story short I rank on the bottom of page 1 just after 3 months and the keywords are highly competitive. Now, I am up against some heavy hitters from national brands versus my local real estate site. I don't have a 301 redirect, and am not sure what else I should be doing to get my site ranked higher. I have back links from various sites, ( non-paid ) so it's what others call white hat. When I grade my site on website grader I get a great score versus the sites that are higher than me.
