How much duplicate content counts as duplicate content to Google?

Hi everyone!
I've had a look through some duplicate content posts and I can't see the answer to this query, so I thought I'd ask in case someone could help.
I've been looking at a website that competes with the site that I work on. They have profile pages containing content that has been copied and pasted straight from the suppliers' websites.
Their pages have all their own code framing the content, which is diluting the concentration of duplicate copy.
How much duplicate content can a page have before it gets penalised or ignored by Google?

My guess is a couple of sentences (especially if it's the title or meta description).
Since it is so easy to find "borrowed" content, I would assume Google knows if the content is unique. Not having unique content is a common seo-mistake in ecommerce where many just reuse suppliers information.

Images & Duplicate Content Issues
Here's a scenario for you: The site is running WordPress and the images are uploaded to the media section. You can set image attributes there such as the Description & Alt Tag. Let's say you'd like to reuse the same image in two different blog posts. The image keeps the same Description & Alt Tag associated with it in the media section. Would this be considered duplicate content? What would be the best practice in this case to reuse the same image in multiple posts?

Where to add content
Hello, In looking at GA for a client, his top 100 landing pages are all category pages with only a slight amount of articles and product pages. We haven't added content to the product pages, we just rewrote descriptions for unique content. They are about 100-200 words per product. Does that mean we should focus on adding content to category pages first? We're thinking of totaling 500 words or so (though less sometimes) of quality content to category pages. Your recommendations?

How to fight against a site always "re-write" your content?
A site is always copying our content then re-write to their site, how to fight against this kind of action? (Many of those copied content can get a rank very closely behind us, which will grab some of our visits ) I tried to find DMCA, but as they have changed some paragraphes, etc, DMCA can't punish them as copying. I think many of you also have met such a problem, how will you handle this situation??

Get duplicate content error in seomoz even after fixed canonical
http://www.webworld.no - We have been getting error Page Duplicate Content Errors. But we have fixed the canonical. Actually, we have list of portfolio and detailed page for each portfolio But We get error all portfolio pages are having duplicate content. But, i made canonical tag to direct to root page. Google plus Rich snippets for guest posting on large websites
I work for a content marketing company and the majority of our clients are large banks looking to get their message out there. We're thinking of favouring writers with Google plus profiles and adding the rel=author tag so all the articles incorporate rich snippets and a profile image. So this is more of a discussion into whether you think this would be beneficial to a large corporation. I know it aids in search and authority but it would mean a company would have many faces and they usually have one.

Think of when a company makes a speech on TV its always 1 person designated as the company spokesperson. Another way would be to write on behalf of somebody in the company and have there profile image but I can imaging this is frowned upon by Google. What are your thoughts0 -
How to best take advantage of content being used on another site?
We've never syndicated content or done "article marketing". Another site contacted us and requested to use the content on several of our webpages. The other site is a fairly prestigious nonprofit in our industry. We don't mind them using our content, but we want to get the most benefit out of it. There are two ways the occur to me: Have them create pages with the exact same text as on our pages, but put in the header of those pages Just have them create pages with the text from our pages with embedded links back to our other pages. Each page they create will say "Content courtesy of XXX" Does anyone have opinions on which way is best, or another approach?
