Outgoing Links Best Practice

Hi,
It is my understanding that it is good practice to add relevant out going links to my content pages.
I do not intend to over do it and the out going links I intend to add would be useful for the reader.
My question is do I need to add noindex/nofollow tags to these links? Does it make any difference either way or can I just leave them as index/follow links?

Leave them as index/follow. You'd only use nofollow for links for irrelevant, non-reviewed links (i.e. blog comments, forum sigs). If you are linking to a useful page that's relevant to your users, keep the link ecology flowing!

Reducing number crawl-able links?
Hello, I just like to ask for best practice when it comes to reduce number of internal links on a site with a mega menu. Since the mega menu lists all categories and all their subcategories it creates a problem when all categories are linking to all categories directly.. Would the method below reduce the number of links and preventing the link juice flowing directly from category to category? Too many links on product pages
Hello, What do you do if there are too many links on product pages? With 18 products per page, there's 2 links per product for 120 links on many pages. There's 50 products in many categories, categories are at most 1 click from the home page. Should we use pagination or not? Thanks

Which is Best Practice for creating URLs for subdomain?
My website is related to education. We have created sub domains for all major colleges, universities & Entrance exams like Gre, Toefl ETC. for eg: amityuniversity.abc.com (Amity is Name of University ) Now if have to mention city name in URL as well (college is located in multiple locations) amityuniversity-delhi.abc.com
