Disavow Tool Submitting 2nd File

About 2 Months ago I submitted a Disavow File using the Disavow Tool
I have collected more links and I am ready to upload a 2nd File, However should I download the previous file in Webmaster Tools (Disavow Tool) and add these new links to that File or if I just upload and override the existing file with this file containing new links only will that be ok.
What I dont want to do is do something that removes all the previous findings from the list so that google cannot see them anymore. I guess what I am trying to say is does Google just refer to the live file I am updating / overriding or once I have submitted a file weather i remove it or not will google still have a record of it and be referring to it ?

As you already pointed out, every time you upload a disavow file it replaces the old one. That being said if your new file contains a bunch of new links only and not the links you included in your original file then Google will take into consideration the new file and ignore the first one.
If you want to keep the old file and add the new links you found then download the old file add the new links and re-upload. That is the best way to do it
Ofcourse if google has already taken into consideration the old file then it doesnt matter as the links are gone, but better to play safe.

Duplicate Content Indentification Tools
Does anyone have a recommendation for a good tool that can identify which elements on a page are duplicated content? I use Moz Analytics to determine which pages have the duplicated content on them, but it doesn't say which pieces of text or on-page elements are in fact considered to be duplicate. The seomoz on page keyword analysis tool is not showing title or keyword in document
the SEOMOZ onpage analysis tool is not not showing title or keyword for any page in one of my sites. It says there are no title elements on my page and there are, i checked the source code myself and they are there and correct. my title and keywords are in there and show up fine in firefox and internet explorer even after i refresh them. why would this tool show them as missing in one of my sites but not others? I'm worried that google's spider might not see them if the on page analyzer doesn't see them and my rankings might drop. they showed up the other day in the seomoz on page analyzer just fine and i haven't changed anything. Is there a tool that will "grade" content?
Does anybody know of a tool that can "grade" content for Panda compliance. For example, it might look at: • the total number of words on the page • the average number of words in sentences • grammar • spelling • repetitious words and/or phrases • Readability—using algorithms such as: Flesch Kincaid Reading Ease Flesch Kincaid Grade Level Gunning Fog Score Coleman Liau Index Automated Readability Index (ARI) For the last 5 months I've been writing and rewriting literally 100s of catalog descriptions—adhering to the "no duplicate content" and "adding value" rubrics—but in an extremely informal style. I would like to know if I'm at least meeting Google Panda's minimum standards.

On Page SEO Tool
Hello - I'm looking for one tool that does the following and was wondering if anyone knew of such a tool? In a perfect world I would like to enter in one domain name and have a report generated that shows All Internal links, link titles, and anchor text All internal broken links / redirects All images, image size and image alt, if the image alt is missing. I'd love to be about to export these reports to excel and quickly run my on page optimization. The goal is to produce a checklist for a developer to execute quickly. Thanks for your help Gabe

Robots.txt file
Does it serve any purpose if we omit robots.txt file ? I wonder if spider has to read all the pages, why do we insert robots.txt file ?
