Best SEO service/process to harness the power of quality backlinks?

What/who would you recommend for those looking for a strategy around realizing the benefits of high quality back links? We have tons of earned links from DA 90+ sites, but don't think we are realizing the full benefit due to onsite issues. We have scraper sites outranking us.
Would it be a technical on page audit?
Any guidance appreciated.

It's really hard to say, and it's definitely not unheard of for rankings to vary wildly between search engines. It's possible that you lost some ranking power when you nofollowed those links, or that Google is just trying to figure out where to rank you now that your link profile has changed. It's also possible that it's completely unrelated.
Honestly, that's why I recommend the Full SERP Report—it might help you work out what it is that's letting the sites ranking above you pull ahead.

I recommend this all the time—so it's possible there are folks here who are getting tired of hearing about it—but the Moz Keyword Difficulty tool might be able to get you some insight. It can give you a pretty good idea of what factors are leading to the top 10 sites for any given keyword ranking where they are, which can help you zero in on exactly what you'll need to focus on.
Cyrus Shepard gives a really good overview of how it works in this video.

In any case, I would recommend an onsite audit. You can do it yourself, or ask an outsider in order to get a fresh perspective of your website.

Content change within the same URL/Page (UX vs SEO)
Context: I'm asking my client to create city pages so he can present all of his appartements in that specific sector so i can have a page that ranks for "appartement for rent in +sector". The page will present a map with all the sector so the user can navigate and choose the sector he wants after he landed on the page. Question: The UX team is asking if we absolutly need to reload the sector page when the user is clicking the location on the map or if they can switch the content within the same page/url once the user is on the landing page. My concern: 1. Can this be analysed as duplicate content if Google can crawl within the javascript app or if Google only analyse his "first view" of the page. 2. Do you consider that it would be preferable to keep the "page change" so i'm increasing the number of page viewed ?

Youtube SEO Best Practices
Does anyone know where to find a list of SEO best practices for Youtube? Specifically...does anyone have thoughts on the SEO benefits of an @domain.com login vs @gmail.com login? Or is adding my url to the "Associated website" channel setting sufficient for SEO purposes?

What are the potential SEO downsides of using a service like unbounce for content pages?
I'm thinking of using unbounce.com to create some content driven pages. Unbounce is simple, easy-to-use, and very easy for non-devs at my company to create variations on pages. I know they allow adding meta descriptions, title tags, etc and allow it to be indexable by Google, but I was wondering if there were any potential downsides to using unbounce as opposed to hosting it myself. Any help would be appreciated!

Ping Services for Wordpress
I have been trying to research adding ping services to the default list in wordpress, which only includes http://rpc.pingomatic.com/ A lot of the articles that I have come across seem to be quite old, can anyone tell me if this is still relevant and if so, which services do you find to be worthwhile using? SEO Developers
I have a team of inexperienced SEO developers and the argument we continually have is that its a marketing role - however most of it is technical, no view state, no js, page load time, csssprite, metatags, frequency of updates to server, duplicate content via coding methodology, lioading content prior to ads, not spidering ads (IT says impossible yet google says required) etc. I looked at your referrals for developers and couldnt find any that recognized SEO as part of their skill set - do you believe tehre aer developers that specialize in this?
