URL Structure and Keyword Focus for location page

Our company has around 1,700 locations across the country. These are contract shops mind you but still locations in which we will be placing pages for on our website. I have been browsing through all of the Local SEO blogs and trying to define the strategy for these. Here are a couple of outstanding questions I still have:
1. What should the URL structure of the page be for these locations? Keep in mind that there are some cities that have multiple locations in them so I can just do "/city/brand-keyword." I am thinking it should be "www.url.com/state/city/location-name"where the location name would for example "TXBrandName."
2. How should I structure the keyword focus for these pages? I am thinking that these pages will probably rank for some variations and should definitely include the city name although the search volume is very low. Currently I am thinking that they would be "keyword city – brand name."
3. How do we handle the shops that are contract and have a primary business already listed? We plan on listing them on GMB using "located inside of {business name}" on those that are contract shops. We originally considered using a suite# but one of the articles in Moz recommended not doing that. I just know that places like "Starbucks" and "Banfield" seem to use the "located inside of" without any issues.
Any input would be greatly appreciated as we about to set all these up and I want to make sure we are setup for success as much as possible.

So, what you are talking about is called Containment Information. Google says:
- Containment information indicating that your business is located inside another business (whether or not the businesses are part of the same organization).
- Not acceptable: "Chase ATM (in Duane Reade)", "Apple Store at Stanford Shopping Center", "Benefit Brow Bar - Bloomingdales", "Sam’s Club Tire & Battery (part of Sam’s Club)", "Geek Squad (inside Best Buy)"
- Acceptable: "Chase ATM", "Apple Store", "Benefit Brow Bar", "Sam’s Club Tire & Battery", "Geek Squad"

Regarding your URLs, I would go with
Regarding keywords, this is tough because you are talking about so many locations. Typical advice looks like this
...but only if you have the resources to build a good, high quality page for each of the 1700 locations. If you do, I'd focus on service + city + regional terms and synonyms on the pages.
I might suggest, given the size of this client, that you hire a good Local SEO to consult with you, to whom you can show the actual business in confidence. The goal would be to have them confirm GMB eligibility, actually looking at your client. There can be nuances to that our community might miss, not looking at the actual business model. Investment in an hour or two of consulting with a top notch Local SEO would seem a wise investment to me, given the very big scope of the project. 1. These are shops that perform our services using our equipment but are located inside of another business, similar to what happens with Starbucks in a Target. This is not a "we proudly brew" situation, but our actual interaction point with our customers.

Should I be cautious about using a local number that is forwarded on to my main office? I have 2 "satellite" offices. 1 has an actual phone number and line that is active at the location, and the other has a "local" number that is forwarded. GMB best practice for chiropractic office (individual vs. business pages)
For a chiropractic or other doctor's office with multiple doctors, should each have their own personal Google My Business page page AND a business page for the practice? If they just have a business page now, is it worth creating a page for each of the individual doctors? And what if some of them have different focuses (like a acupuncturist and chiropractor), does that mean you should make individual doctor pages when you otherwise wouldn't bother? And IF we should create pages for the individual doctors, should they all have the same address and website since they work in the same practice. Why is my local page is ranking better than yellow pages for that particular search?
My search query is "façadier bastogne" in google.be which in English would translate as "plasterer" and bastogne being the local city I am targeting. I can't seem to understand why my site peintre-plafonneur-facadier-bastogne.be/fr would rank higher than our local directory "Pages d'or" (Yellow Pages) which has a high DA and almost always ranks first for similar searches as "peintre bastogne" (painter)? Not to mention my site was created by Pages d'Or. How did they manage to rank this so high whereas if you look at it you'll see that they have not made any SEO work on it whatsoever. Could anyone help me understand this or tell me which way to look in order to get that information? I really need this as I am paying a lot to this directory for my site and was planning to launch my own WordPress website.

Does Google Analytics automatically desseminate Maps/Places traffic from Organic traffic? Do webmasters still have to apply UTM parameter tracking to URLS in their GMB profile listings?
It was recommended a few years to apply UTM parameters to local URLs to get more accurate referral/source tracking in Google Analytics. Here is an old Moz post about this process https://moz.com/blog/tracking-traffic-from-google-places-in-google-analytics However does GA automatically separate this traffic out nowadays? Is there a method to identify the traffic coming from Maps/Places without UTM parameters? Is UTM tagging still necessary if we want to see these traffic reports?

Multi-Location Listing Best Practices for Home Office, In-the-Field Positions, and Business Centers
Hi fellow Mozzers! Our marketing agency (based near SF) has partnered with 3 individuals in NYC, LA, and Seattle. I would like reflect our expansion on our site and local listings, but want to make sure we're on the up and up, since it's not a traditional brick-and-mortar expansion. Many people have used similar tactics in a black-hat way, so just want to make sure we don't get grouped in there. Is pursuing local listings in advisable in this case? In the Field/Home Offices - What is the best practice for listing a location in the field with home office - but no official B&M office? Business Centers - How does Google treat business centers where we have a part-time presence? (We legitimately use, can receive mail/phone calls, have an office share allocation, and host meetings in their boardroom.) Local Numbers and Addresses - Will a local phone number forwarding to our main HQ work? We'd prefer to filter all of our calls through our HQ since we have the infrastructure there. Other Considerations - Other than setting up our address and phone numbers on our site and major listings, is there anything else that should be top priority or concern? Thanks for your help here! Map-pack results for multiple locations in the same city
We just started working with a local business with several offices across Virginia. All of their locations have G+ local pages, and all rank pretty well in map-pack results for their respective cities....except for one location. Two of their offices happen to be in the same city. One ranks well in the local pack, and the other one is totally buried. This is the only location that doesn't rank in the map-pack for its target local queries. This company still has a TON of work to do to clean-up their citations and improve their G+ local pages across all the locations, but I'm wondering if there are any best practices for handling two locations within the same city...we obviously want both offices to rank in the map-pack, and don't want to do anything that might hurt the one that is currently ranking well. I'm confident that generally cleaning up their profile across the board, and adding new citations for all locations would be beneficial, but would appreciate any suggestions or best practices for getting both locations in this one city to perform well. Completely lost Google Local rankings for main keywords
Hi there, Our website, petmedicalcenter.com, used to rank very well in Google in the local section - usually within the top 3 spots for 8 or so keywords. Then last fall our rankings started to diminish. We would rank really well for a few days and then would be no where to be found in the local section - this cycle kept going for a few months. Now, within the last few weeks our website is nowhere to be found in local for our usual keywords. After a few years of success with SEO, I know the landscape is really starting to change. My problem is that I don't even know where to start to try and get us back on to the top spots. I know this question is rather broad, but I am really at a loss here.
