If a site is punished by google like -30, or -60, are the link from that site efficient?

Like this way, if I build a blog
and in some situation, the blog is punished by google as some reason I don't know, all the rank dropped and got the -30 punishment.
If I put a outbound link on the sidebar, or footer position.
what it'll be for that link?
A is punished, a link is put on the A website and link to B website
what that link means to B

doesnt matter if site A sends 100 links to site B. Its just 1 domain thats sending links. So, it hardly matters on how many links does A send to B.

how do judge the percentage of the links that shall not be from A?

only -30 punishment, still get more than 10000 index in google, everything is well

If site A is penalized by Google, then there is a very very slim chance that site B will also get a similar penalty. Google takes into account the overall site links and not just 1 link. If there is only 1 backlink from A to B then it is possible that site B can also take a hit.

Google Answer Box Optimization?
Anyone have any luck in optimizing your site to show up in the Google Answer Boxes that popup for informational queries? (for example: "what is seo?") I've read many of the articles that have been written on the subject, and have been able to show up for many queries by a) ranking high organically, b) placing the question at the top of the page, and then answering it succinctly. However, for one term a competitor continues to show up in the answer box instead of us, despite their site ranking lower organically in the search results. Anyone have any experience/advice for replacing a competitor in the Answer Box? Thanks!

Should I 301 redirect my old site are just add a link to my new site
I used to offer design and web services on a site that is current blank (no content, no links). My questions is should I add a little bit of content, maybe a brief explanation with a link to my new site. Or should I just add 301 redirect. This is purely a question of what is better for SEO and ranking for my new site (not a branding question).

Site-wide links: Nofollow or eliminate altogether?
As a web developer, it's not uncommon for me to place a link in the footer of a website to give myself credit for the web design/development. I recently decided to go back and nofollow all these site-wide footer links, to avoid potentially looking spammy. I wanted to know if I should remove these links altogether, and just give myself text credit without a link at all? I would like for a potential client who is interested in my work to still be able to get to my site if they like my work - but I want to keep my link profile squeaky clean. Thoughts?

Is this a 'real site' or a spam site for backlinks
I have been asked what type of site this is? What kind of page is this? [http://www.gotocostarica.com/](http://www.gotocostarica.com/) In my opinion it is site put up to create back links and should be avoided (especially in the light of the new Penguin and Panda updates coming). But I don't want to give wrong advice. What are your opinions?

Switching prices for google base
We would like to be able to submit lower prices to google than we do to other sources. How i see it working is that at the end of each url we submit to google base there is a tracking code (source=googlebase). When a user visits the site via one of these urls we would knock 10% of the price of that item and store the item in a cookie to ensure that the price of that item, for that user would stay at the low price for 24 hours. My question is whether google would have a problem with us doing this? The second part of my question is whether they check the full url including the query strings? If theyt just checked the canocial URL they would see a price thats 10% higher than the one we submitted to base - which, of course - would be bad

What do Bing and Yahoo look for in a site?
Do Bing and Yahoo look for authoritative sites like google does? Do they punish sites for black hat or spamming? The reason I ask these questions is because one of my competitors was ranking in first place for many great keywords in Google, they have the highest authority out of all of their competitors. They must have been punished by Google because now they are not ranking for any great keywords in Google. However they are ranking 1st in Bing and Yahoo for most the top keywords, getting the the most visibility out of all the sites.
