To hire a link building company.... or not?

I am doing a lot of the niche partnership link building but I am looking for a company to compliment some of my work in other related areas. Need some advice from the group.
A couple of questions:
1. I'm looking for a company to acquire around 20-30 links per month. Not talking about easy directories or social links, but good (PR 3+) sites that are somewhat related to my business.
Is that a reasonable request?
2. What should I expect to pay for this each month?
3. Any good suggestions on companies in the US. I am a small startup with a fairly limited budget, at least for now?

Good link building companies are very expensive. Theres webuildpages.com. $2500 for 10 permenant links. They are good quality. Also, I'd be sure to keep away from judging links by solely by PR. It's not a good metric on its own.

Like SallyO, I could not stress enough to try and do this yourself somehow. I know of no-one who has a good experience of using a company just to do this. Someone always falls foul somewhere and you are the one that is going to pay the price, sadly.

My experience with link building companies is not quite positive. Two times I allready experienced that a great part of the built links disappeared when the cooperation with the link building company finished. In addition we had always to control if the links what we paid for are still there and if the "payed pagerank" is up to date or not. Because a PR3 link costs more than a PR1...
I'm sure that there are numerous of excellent working companies!! Unfortuenatly we have made this bad experience.
Is there no possibility to take a half-time employe or a trainee that built links for you?

Link building with PDFs
I created a manual for a popular piece of equipment and placed it, as a PDF-file, on my website. The PDF contains a clickable link to the root domain of my website. Other websites have downloaded the PDF and put it on their own website, hosting it themselves. Since Google indexes PDFs, does the link in the PDF count as a regular 'link' from an external website, and does it have comparable value? Can't find any thoughts or studies about this anywhere.

Is it time to pay for link building?
I've been using the Moz tools for a while now and love them. Our SEO efforts are certainly paying off as we're ranking well for a lot of our desired keywords. That being said, I'm finding link building to be a very frustrating process. As much as I like to be hands on and try to do everything, I'm wondering when it's time to "throw in the towel" and hire someone? Is there anyone else who might have gone through a similar evolution? I'd love to hear some other stories about how or why you decided to hire out your link building. I'd like to think that whatever we spend on link building could likely reduce our reliance on AdWords, although I'm not sure how this would really play out over time.

How much should a link building program cost?
Hi All, I am relatively new to the world of SEO but it is vital to our business that we improve in this area. I believe our site architecture is good although we have a new site coming in the next few weeks which is effectively a re-skinning of the existing one that makes the user experience more relevant. What I would like to know is how much a link building program shoudl cost from an SEO provider and how they quantify what they charge - is there some kind of indicative cost per link or is it just "give us some money and we will do our best?" We have started writing daily articles on our news site and our natural listings are already pretty good. What I am looking to achieve is top three status for the London area (where we work) accross a broad range of keywords. I know this is what everyone wants but we are already front page and top 3 for many keywords and the back link building would appear to be where we are weaker compared to some of our competitors. Do you consider it risky to hire outside firms to build links?
Based on what happened to JC Penny do you think there is a significant risk of penalties if you have an outside firm build links for your site? For example they could buy some links and get caught or engage in black hat tactics without our knowledge. Is there anything that can be done to minimize any such risk?

Link to those that link to you? Worthwhile?
We have thousands and thousands of sites that link to a domain we are working on, many with low page authority and high domain (bloggers, forum posts, etc). Has anyone experimented with linking to the pages that link to you (not from your site) but from other means in an effort to boost their quality? I'm not sure what method we would use, maybe some relevant blog comments or social votes. But curious if this could be an effective method.
