Does the url text count as anchor text in google's algo?

I always try to strive for getting good anchortext in links that people link to my sites with, but sometimes they are not very web savvy, or just plain not willing to format the link the way i want it and we end up with links that use the URL as the anchortext.
My question is, if i format a url such that it has keywords in it, and when someone makes a link like this:
http://www.storwell.com/self-storage-toronto-bursary-application-form.php
does google consider the words: storwell, self, storage, toronto, bursary, application & form as the anchor text?

Yes, link juice will be passed to a URL link, as it is commonly used across the web and is evidenced in many sites that have this type of inbound link. Sorry I couldn't be more clearer.

not what i ment at all. i think perhaps i wasn't clear enough.
I realize that google puts weight on domains and urls, but what i wanted to know was an entirely seperate question to that. I am talking about link juice being passed and the associated anchor text.

Google does put some weight on domain names in the SERPs, so I don't see why it wouldn't take the URL text into consideration when applying the algorithm.

Anchor Text - How many and what do with our old posts
Hello, I have a two larger established websites that achieve over 1000 unique views a day. The sites have done well but we have always had problem with SEO. The vast majority of traffic is from our social media accounts -- we rank low on the SERP - below competitive pages that have less updates and much lower traffic. When I set the sites up I misunderstood a number of key issues but with over 4500 posts and 600 pages it has takes a huge amount of time to change things. I have now realised another issue -- we did not use Anchor Text to link to provide internal links to our keywords on our site. We are now adding them. My question is two fold: How many internal links should we add? From what I read on Moz - 5 to 6 internal links should be the right number. Comments? 2) We have numerous posts ie over 4000 that go back over 4 years. Should I change them all at once or will this flag a spam issue with Google? Believe me after years of problems I do not want another set back. Suggestions and advice would be welcome. Thanks

If Anchor Text is dead, how do I target certain keywords?
I get it, a truly authoritative source will not be able to control the exact anchor text that others link to it with. Google is trying to deliver the most authoritative source, so non-exact anchor text is more likely a good option for them. This makes total sense and I have been varying the anchor text of my blog posts. But this begs the question: How am I supposed to know I am increasing my rankings for the high volume key words in my industry, and not leaving it up to Google to decide which keywords are most important?

Hello! Ive been analyzing my competitors backlinks and see a large number of their google display ads shows as (alt text). I do have a google adwords account but stayed away from it in the past opting to use the search network only to keep cost down. Do the images count as a backlink if I can see them in the Seomoz tool? Focus on guest blogging not working; what's the best quick fix?
I have always used strictly white-hat SEO tactics, targeting long-term results, my main focus being on quality guest blogging. I have been working on a site for around 6 months, and I started out with my keywords ranking very well, but very little traffic was coming to the site. 2 weeks ago I expanded my keyword list considerably in an effort to drive more traffic, but last week my keywords all took a nosedive. My client wants an answer by Thursday. I know there's no quick fix, but what's the best way to quickly get my rankings back up and serious traffic to the site? Any suggestions would be greatly appreciated!

How to find all banklinks for a URL that forwards to a main URL
I have a client (yea! my second one doing seo) who has a law firm. He has a main site and then another site that just forwarded to his main website. He wants to find all the directories (and other places on the web) where his second site is listed. At the time when he was adding his firm into the directories, he was using his secondary url but now he wants to go back and use his main website. Unfortunately, he doesn't have a log of every place he added himself. I tried just searching Google for "mysecondarywebsite.com" (in quotes)for example but the SERPS return listings that aren't right. Suggestions?
