The quality of links is measured by website relevancy to my business?

In Open Site Explorer links are being valued with Domain Authority and page Authority. My question is if you measure somehow the relevancy of the website with the business of the website to which the links are going?
I have learned that an important part of the value of links is the relevancy of the website with my business. I am seeing for example a link from a children website to a car related website as very much valued. I dont see very much relevancy with both so I wonder you take this into account.

Just because a site is seemingly not relevant doesn't mean the site doesn't have domain or page authority. A combination of link related factors are used to judge the quality of a link.
Oviously the best link would be from a relevant and authoritative site but if CNN linked to your site and they are a news network which has nothing to do with your business (low relevancy) it can still carry a high level of authority because of who they are.
A few random links from unrelated businesses isn't going to hurt your site, 1000 or 10000 spammy links from unrelated sites might.

This is a factor to take into account, you don't want too many websites linking to your site if they have nothing to do with the topic of your site. I have asked this same question before and the answers were varied, but I have concluded that it is best to keep the unrelated link percentage low. There are many junk sites out there that will link to you but your link portfolio needs to be well balanced against these junk links.

I recently requested a link back from a site that is ranking 2nd for a term that i'm working on and they said they would gladly give me the link and remove my competitors but would also like me to have an ad on the same page for an annual fee that i could link to a landing page. I know that paying for links is no good and google can penalize you. so do i pay them and do a no follow to the landing page from the ad and call it a day? and how does google differentiate an ad from a link?

Linking to a pdf
Hi All I have a pdf that people can download from my site, what I want to know is that when people link to the pdf does the pdf share link power to pages linked to from within the pdf (like a html page would) or is the link power being waisted going to the pdf and should I somehow get the links to a normal page? The pdf is a free downloadable resource to people in the party planning industry and so gets linked to quite a bit by sites telling their readers to get the information we provide. How to improve (ASAP) the linking root domain, the followed linking root domains and the linking C-Blocks? Linkbuilding (or whatever) techniques.
I have a small site (.com) like any website in my sector. 30-90 pages. I have no crawls errors. Everythings is fine, just I need to improve my linking root domain, the followed linking root domain and the linking C-Blocks. Example: my competitors have 300 (one of them have 1300) of total links. I have 30. Anyone know some good strategies? techniques? tips? I just dont want to be in a farm directory, I want free links. I'm already running two strategies but it works so slowly. I want something faster at this moment. Also, any recommendation will be thankful.
