Spammy Links, SERPs, and Low Competition Keywords

While I've seen a lot of news about Google cleaning up content farms, link farms, and similar spam, I've also seen some companies start ranking very well for niche terms using these same practices.
Question:
Does Google completely discount links from content farms and similar sites or simply give them low value?
Observation:
I've seen a company start ranking well (top 3) for several terms when they used be on page 2.
When I looked at their links, they are from article farms, directories, do-follow blogs and similar low-vale sources. Relative to others, they have about 10x the volume of links with the precise anchor text they are targeting.
I wonder in absence of other information that these spammy links still count for something. Given the low competition for the term, this is enough to boost their rank.
Just thoughts some thoughts as we are working on long-tail strategies for some key terms.

Yes, Keywords with low Competion can be pushed to the top Ranks of Google via Forum(Spamlinks) with no related content whatsoever. Exact Keyword Targeting is quite powerful, even though Google wants everyone to believe it is not
The other Thing to take in account is if you will be punished from Google for it. In My Option.... if you dont use Scripts to post your spam links :>, buy 10k Links, and dont get all your Links in 1 week, Google wont punish .... if you have like 100 Links a week.

Multiple similar links without the penguin?
Hi, I´m working with a site where clients proudly will publish a link to us as sort of a sign/partner symbol for using our services. Potentially we could have thousands or at least hundreds of links pointing to us and we could tailor/provide snippets for the links that clients can use on their site. I´m part of a team that just started working with this site and I realize this is a great opportunity that has not yet been exploited. I´m also a little paranoid that this tactic might be picked up by the penguin or that google sees it as black hat if not done wisely ? But links will only come from respectable business sites although ranging from different genres both really big and small.

Today links are mostly leading to our frontpage from our clients but I would like to tailor links so that each client could link to a page that is targeted on the keyword/service they have been using (and awarded diploma for) I think this would serve both the client and our SEO better ? I would really appreciate suggestions and comments on how to approach this best! Here is my plan so far, trying to make good/right use of the opportunity without offending google:
-Most links will be through a logo/sign that shows the award/diploma earned through our service.
I think the "alt" -tag should include both our company brand name and the service/target keyword for the page it´s leading to. -We could also provide a short text describing the earned award and our brand name and this whole text would also lead to the same page on our site.
...I guess using only the targeted keyword as anchor -link within the text would be a bad idea? -Where possible I would also like to customize this short text a little for each client (although that will be hard and only possible to some degree). As we provide "link material" for the client to include on their site, would it be wise to have them use an image that is hosted on our site or send them the image so they can publish that instead? Diminishing Returns for Links to an Unrelated Page
Suppose I have a new website about cars and I had created a page about something completely not-related - like cupcakes. However, I found that it was very easy to get high quality sites to link to the cupcakes page where as it was very difficult to get people to link to the homepage about cars. If my goal is to increase the SEO for the homepage (which again is related to cars), is there a point where additional high quality links to my cupcakes page is not useful for it anymore? What if I created another page - about frosted cupcakes - which was also easy to get high quality links to?

Should i rank for one tail keyword or long tail keywords
Hi guys, for example i run a coupon site and would like to rank for the brand keyword ASOS, should i just rank for the long tail keywords for example "ASOS discount code" instead of just "ASOS"? even the traffic for ASOS itself is MUCH higher than ASOS discount code? And the relevancy of ranking at "ASOS" is fine too because is somehow relevant? would ranking long tail helps with one tail keyword too? And assuming that i am already on the second page for the keyword "ASOS" and knowing is not hard to be page one. should i just rank the one keyword?

How to ignore spam links to page?
Hey Moz pals, So for some reason someone is building thousands of links to my websites (all spam), likely someone doing negative seo on my site. Anyway, all these links are pointing to 1 sub url on my domain. That url didn't have anything on it so I deleted the page so now it comes up with a 404. Is there a way to reject any link that ever gets built to that old page? I don't want all this spam to hurt my website. What do you suggest?

Links via scraped / cloned content
Just been looking at some backlinks on a site - a good proportion of them are via Scraped wikipedia links or sites with similar directories to those found on DMOZ (just they have different names). To be honest, many of these sites look pretty dodgy to me, but if they're doing illegal stuff there's absolutely no way I'll be able to get links removed. Should I just sit and watch the backlinks increase from these questionable sources, or report the sites to Google, or do something else? Advice please.

Partners and Customers logo listing and links
We have just created a program where we list the customers that use our software and a link to their websites on a new "Customers" page. We expect to have upwards of 100 logos with links back to their sites. I want to be sure this isn't bordering on gray or black hat link building. I think it is okay since they are actual users of our software. But there is still that slight doubt. Along these same lines, would you recommend adding a nofollow or noindex tag? Linking Profile Gone Bad?!
Recently, I was looking over the linking profile for one of our large clients, and I noticed that a ton of spammy links were appearing. I have never purchase any links or done anything shady that would contribute to this large increase in bad links. It appears as though someone is trying to hijack the SEO of this company, and I don't know how to proceed. Currently, they have not been penalized by Google, but I would not be surprised if a penalty is on its way due to the obvious link spam. Is there any way to report this to Google to ensure that no penalties occer? Any advice on the issue is much welcomed! Thanks
