Link to those that link to you? Worthwhile?

We have thousands and thousands of sites that link to a domain we are working on, many with low page authority and high domain (bloggers, forum posts, etc). Has anyone experimented with linking to the pages that link to you (not from your site) but from other means in an effort to boost their quality?
I'm not sure what method we would use, maybe some relevant blog comments or social votes. But curious if this could be an effective method.

What benefit does this activity have for users? None.
When you focus your efforts on activities that do not offer any benefit to users, but instead the primary focus is to manipulate search results, it is called Black Hat SEO. This activity is establishing a link network. Search engines such as Google are very aware of this method and, when you are caught, your site will receive a penalty.
I would recommend focusing your time and effort on activities which benefit visitors.

Since link building is a very time consuming process, you would be better concentrating on getting people to link directly to you.
If you get a link to a site that links to you, the PR from that original site is distributed equally among all the links on that page and you only get a very small fraction of that PR being passed to your site, so it's really not worth it.
That being said, links for the sole purpose traffic are completely legit, while links intended to manipulate search results are are not recommended at all.

Paid Directory Links
To my surprise, I couldn't find a clear answer to the questions "Do paid directory links violate Google guidelines?" I know Matt Cutt's recently had a video on paid links, but it didn't really cover paid directory links. Are well-curated directory sites that charge for inclusion violate Google's guidelines? A good example would be the business.com directory.

Footer Links when is it to much?
Hi, so iv been searching around the internet, and I have come up with the general consensus that footer links that link to external sites are bad? Can anyone verify this statement? Also when do Footer links become spammy, and what is your opinion on site wide footer links? I have also read that if you are a bigger brand, that you most likely would be able to get away with some more things(such as, linking to external sites) thanks for your help. Peter

Link Analysis shows no external sites linking to me?
Hi All, I hope you can help. Link Analysis shows no external sites linking to me? but I know for a fact there are. Why is this? I have submitted my site to a few local directories and can see my site is on their site but when I run a Link Analysis it shows that I have no links. Does anyone know why this is? Link Building for a Newbie!
Hi Guys & Girls. Following my previous question, I seem to really be getting to grips with SEOmoz and all its features which seem fantastic. As mentioned before, I am quite new to this SEO game and learning all the time!! Through all my reading and learning over the last week I have learnt that Link Building is one of the most powerful ways of increasing your SEO game. I'm really trying to get my head around it all. I have come across things like "Link Farming" which seems to be a big no no in terms of Google. Submitting to Link directories etc etc. Now for somebody new, this all comes across quite confusing. Can anybody out there provide me with a really simple but informative way to effectively Link Build? Best practices etc etc! I really want to learn and "up" my game! How might Google differentiate between an artificial link exchange and partners linking to each other?
Hi, All! Artificial link exchanges (contacting a vaguely connected site and requesting to exchange links to increase your PR) is, as far as I know, considered an outdated, not-so-smart technique, as Google might devalue them. Yet, for real business partners to exchange links seems to be an entirely accepted and encouraged technique. While that would be intuitive to a human who's viewing the pages. how might Google detect when two sites that link to each other are linking because they are trusted business associates (valuable) as opposed to when they are doing a link exchange (devalued)? Total Links vs Ext. Followed Links
Hi I'm fairly new to SEO and SEOMOZ. I've created a campaign for my own site and I've added 3 competitor sites. There are 1,385 total links to my site and a massive 49,450 links to one of my competitor's site. However under "Ext. Followed Links", there are 1,045 to my site and only 911 to the same competitor site. Am I correct that it is the "Ext. Followed Links" which are more important from an SEO point of view as the other links have the "no follow" attribute set? Or have I got this wrong? Thanks James

Do you link out to good content?
I have noticed that there are a bunch of questions in the Q&A about people are concerned about allowing blog post comments or linking out in general. My question is: do you avoid linking out to other websites, even though they have good content? I am not talking about direct competitors here, but just linking to other websites in general.
