What are the best SEO agencies for link building?

I am not looking for a full service SEO agency. I just want link building. Not paid links, not link networks, not blog comments, not bookmarks...real, legit, decent links.
Does anyone have any experience working with an SEO agency that helped them develop their link profile positively and at a reasonable price? I'm willing to pay for the service, I just want to work with someone who won't buy links or send a bunch of spam our way.
If anyone has worked with such an agency, please let me know so I can contact them for more info. Thanks!

Daniel, thanks for asking this question. I don't personally know any decent ones so I will be building a link building department soon. I really hope someone puts a decent company here.
One of the things I have done (which has worked) was article spinning. I wrote a bunch original content and had a Philippine company spin it for me. I don't really recommend it if someone is just starting out. I can PM yu the information.

Hi there guys and Girls, I am a newbie to the seo world but learning quickly. Unhappy with seo services offered for startups I have taken on the role myself for my website. I think so much of what can be learnt online here I can implement myself with a few hours of work each week. So my dilemma! I have lots of ideas of for content which i know will be valuable and I was considering outsourcing just for link building (the long haul work) The trouble is I am wary of who to use and if such service is out there? I have tried searching on o'desk and freelancer etc but I guess i am too frightened of spammy links or postings on irrelevant sites. I guess initially I am looking for someone who can help my link building campaign whilst I build up my own blogging contacts etc. Does anyone know if these types of services exist? and if any are recommended for small companies? Hi, quick question - has anyone ever used link building service called linkfool ? I was on another reputable seo information site and linkfool showed up, i checked it out and at the bottom site was an seomoz logo to insinuate partnership of some sort. Anyway , if anyone has used this service, was it worth the investment

Link building with About.com and ehow.com
Does anyone know if About.com has a policy on providing back links to websites. A client of mine has had a product reviewed on about.com as well as being included in a "how to" article, but no back link was provided. I checked out the page and noticed "paid for advertisement" back links over random words but no back links on any of the pages I randomly searched that were related to the topic being discussed.

Link Building Strategy Advice
Hi, I was wondering what everyone's general strategy is for link building. We're doing it all ourselves manually (i.e. not paying $5 for 100,000 links) and are using the Site Explorer tool to find links to competitors and related websites. The majority of sites are blogs and directories which ask for payment ($50 per month for example). We're obviously looking for free links as well but we're finding that pretty much every site wants something in return (cash or reciprocal link) - unless the content is amazing, why would anyone link to another site without an incentive? We're focussing heavily on content and writing articles, blogs, press releases every week but the subject matter isn't always exciting enough for someone to really want to link to it naturally. Thoughts?

Link building and directory links to a new site
I have three new sites all hosted on the same server in the same public html folder and each site is in a different folder inside the public html folder. These sites are a listing of live music venues in different cities in Texas. Should I link these sites together to increase page rank to each other and also put key search phrases in the anchor text and place these links in the text in the center of each page of each site to make the links more effective? Also, because the sites are about a year old they don't have many inlinks yet. If i submit them to about 50 directories will Google not like this because there are way more directory links than natural links? I've been told that it is trouble to have more than about 50% directory links compared to natural links. Thanks in advance for your answers! Take care,
