What is white hat seo for google penguin and google panda?

Hi,
This is my 1st question to some experts. I need advice on link building.
Are following good and white hat seo?
1: Bookmarkings on top sites
2: Top directory submission, or directories that seomoz recommended?
3: Top article directories, yahoo voices, ezine etc..
4: Top web 2.0, wordpress, blogger, tumblr
5: Guest posts on quality blogs.
I was use to with black hat methods (by mistake) , that i was not aware, Some are pure blackhat, that i never did. some time it hard to judge which are black hat. In past google like some links, now most are devalue or got penalty.
Now i want to do quality seo work and slow process.
any advice will be great regarding quality seo.

Very good questions, and very relevant given recent industry updates. I thing Google is starting to get it right, and your decision to come over to the light side is a good signal of that. Bring your friends!
In my opinion, the key to implementing good SEO practices is to think like your target demographic... consumers and internet users that aren't involved in the digital marketing space, and simply want to find helpful, entertaining, relevant content as quickly and easily as possible.
I don't think any of the methods you listed would be considered black-hat, as long as you're doing them in moderation, on relevant sites, and not just for the sake of the linkjuice you're hoping to gain.
If you post something you think is genuinely helpful and original on a high authority blog, there's nothing wrong with linking back to your site and using a social bookmarking service to help users (and Google) find the content faster. No need for a hundred bookmarks though.
I think top directory submissions are absolutely white-hat. Yahoo and DMoz are still very trusted by Google. These sites are meant to be a place that users can find a business that provides the product or service they're looking for. There's absolutely nothing wrong with submitting your site to directories like these so that customers can easily find you. If Google were to penalize your for this, it would be like penalizing you for listing your business in the Yellow Pages, which nearly every business used to do. Top directories are just the digital versions of the old school phone book we still find on our doorstep once a year, and are viable forms of advertising. What you DEFINITELY want to AVOID are the "Submit your site to 50,000 directories for $5!" services. That's the kind of thing that Google is starting to penalize webmasters for.
Same thing with article directories, don't submit randomly generated keyword-stuffed crap to thousands of directories. If you have quality, original content then submit it to the trusted directories and give it a little time to be organically spread across the web by people who find it useful or entertaining enough to link to it.
As far as creating blogs on WP, Tumbler, etc goes... again just do it in moderation. I'd concentrate on a single blog and provide quality content and useful links to other resources as well as links to your own content. Three hundred blog posts about how your company is the best in the world for this keyword and that keyword looks spammy and totally untrustworthy to both users and Google.
The same principles apply for guest posts on quality blogs... if you've got a useful comment to post, by all means post it. Just don't post fake, disingenuous, spam on every do-follow blog you can find.
I think you'll find creating quality content, making your site attractive and easy to use, and engaging your customers will be a much better use of your time than filling the world's servers with gigabytes and gigabytes of useless information. There's no need to trick Google into increasing your rankings... if you provide content that's worth visiting, the visitors will come.

Creating A Scholarship For SEO
My client is a Law Firm just outside of Tampa, and I am trying to get her keyword phrase: "Tampa Car Accident Attorney" in the top 3. One of the strategies I want to use is to create a scholarship for "Tampa Area Students and how a car accident impacted their life" or "Tampa Area Students and how they think they can decrease car accidents." (that's still be worked on). Once the scholarship is created, I want to put it on our Tampa Car Accident Attorney page, and get other companies to link to that page. My question is what links should we go after? Because that will tailor it to who we give the scholarship to. We could give it to a University of South Florida student, and get one .edu link. We could do the same thing for the University of Tampa, or Stetson Law School, but we'd only be getting one link from each of them. If we set it up for high schoolers, we can get more links from the community and schools, but I'm not sure high school .edu links matter all that much. Is 10 high school .edu links as important as 1 college .edu link? I don't know. If anyone has had an experience with this or any insights, I'd greatly appreciate it. Thanks!

Hi SEOmoz Friends, good day! I am hoping we could these following questions: Why we had 1000+ errors; consist of diff errors (page duplicate title, missing meta desc, too many links, title element too long,404 errors,redirect errors) while raven tools have only 100+ errors which is meta desc error Are those 1000+ errors from moztool are really significant? How long should does it take before I see SEO results?
I am thinking about launching a website connected to Christmas - which gives me less then 2 months to develop and begin ranking for the site. Is this too short a timeframe and I should put off this plan until next year or can I actually begin ranking for low competitive keywords within my timeframe.

Regarding Google Reconsideration
Hi Webmaster, Our website recent affected after the panda update. We got the mail from Google webmaster tools regarding the unnatural backlinks for our website. Due do this update we have edited most of the backlinks with natural way. Our question is we had submitted more free directories, from free directories we are getting more backlinks, like from a single domain we are getting more than 50+links, those are coming from the tags pages, also those are one way links, so we can’t edit that. Is it good for the website? After that edit we had sent couple of Google reconsideration report. But we got the reply like still you have the bad neighborhood links. How Does Google connect Owners of Several Sites?
let's say I own 20 sites, all non duplicate content and Google sees that some of them has linked to sites that they consider a "farm" or other violation. So they give penalties to those sites. What happens with the other sites and how can I keep sites the most independent? For ex: These are my questions... Will google follow no follow links to see that they are connected to the good sites and penalize them? If they are all part of google anaylitics with good and bad sites, will google attack them all? Ever Get disillusioned with SEO
Many times now we have pushed certain keywords for homepage listings but we have found the traffic levels to be very poor and many cases first page listings turn out to be vanity. The frustrating thing is that sometimes we have to tell some of our SEO customers that in order to get a good market share for there industry they will always have to do google adwords.
