Sites Ranked Again - Post Penguin SEO Help

Got destroyed by Penguin because of questionable links.
I had most of the links removed and my sites have been restored for the most part - though lower than they previously ranking for keywords.
What is the best SEO strategy to move up in rank?
Link Building strategy?
Is there a penalty for domains that have keywords in them?

Can I ask what do you mean by "questionable" links...I can't imagine anyone doing white hat seo would have anything that would be questionable? Can you describe these links please in terms of the type of site that they were on and any significance in anchor text and also how long did it take you to remove them?

Again, content. You have to have stuff blogs want to link to.

Also - what do you suggest in terms of how I can get links thru blogs?

Will google penalize me if I have multiple sites hosted under one IP address?
I have a VPS account.
Also - in terms of anchor text links its good to make a variety right rather than focus on one keyword....

You're going to have to think very long term. Don't expect 1-2 weeks of work to do you any good at all.
Plan out a six-month content campaign, with topics, folks you want to contact about each new piece of content, etc.
At the same time, look to your onsite SEO. Make sure you're 100% within best practices.
This will take a sustained effort. The entire reason Google's doing things like Penguin is that they want sites to offer value to searchers. So make sure your site offers lots of value, in the form of content.

What is the best SEO strategy to move up in rank?
I think a sound link building campaign would be the way to go. Spend one week writing great content on your site and another week writing some great content for bloggers as a guest post. Make it useful for their audience.

Backlinks from missing sites
While combing though spammy backlinks, I'm finding a lot of supposedly "active" links that lead to 404 errors, pages that contain no html, domains for sale, and sites that all have a uniform design which I can't tell if they're web host default pages, or pages using a spammy third-party link aggregator (or both).

What will the SECOND link from a site do for me
Say I have an opportunity to get another link from a high authority site that has already linked an important article from me (a page I REALLY want to rank well). Now a month later, they are interviewing me and asking what I'd like to link. I have plenty of good content I can offer, but I really want that page they already linked to to climb a bit in the rankings. So my question is, how is that second link best spent? Would linking to the same page give it a boost? Or does Google see it as "oh. Another link from the same domain. Yippee." Would that link do more for a different page on my site at this point?

What happened to my ranking
Hi trying to rank for "liverpool wedding photographer" as my main keyword. my profile is mainly wedding blogs and photography blog comments, a few "featured weddings" from wedding blogs , directory links and I have also a few guest post blogs. Goy myself all excited in December by getting to 4th position and then followed that up by around 35 links in one week. So expecting my ranking to stabilise or even go up I watched my site slowly sink to a current position of 7th, over January, even as the new links kicked in. a weird thing happened in this period as the following sites where I had left one comment on a blog post ended up giving me links from nearly all the other posts they had written: http://www.richardbernabe.com/blog/2012/12/04/iceland-bound-again/ http://blog.leica-camera.com/2014/12/03/andrew-kaufman-documenting-the-disappearing-street-art-of-wynwood/ http://jnack.com/blog/2015/01/04/when-will-wearable-cameras-be-a-thing/ webmaster tools is indicating I have 374 links from the leica site, 174 links from the richardbernabe site and 77 from the njack one. They are all different blog posts! I have disavowed all three domains. Can anyone explain what has caused this multiplication of links from these particular sites? Why is my homepage ranking BELOW a subpage?
Search "peer to peer lending". The page http://www.ratesetter.com/peer_to_peer_lending.htm appears higher than the homepage. I don't think this is because of keyword density on page either as Zopa (competitor) have zero mentions of this keyword on their homepage. What are your suggestions for getting the homepage ranked higher? Thanks, Simon.

Best Anchor Text Practices Post Penguin Panda
my question is what are the best practices Post Penguin and Panda for anchor texts? I have heard info about using brand names, and not having duplicate anchor texts. But i'm confused; if its best to have brand names then likely it will end up being duplicate. Also is having no anchor bad? I have also heard that it is best just to use the website URL. It would be great if someone could clear this up for me thanks.
