How would you optimize thousands of images?

The majority of our images are not optimized for search. Specifically, the alt text and image title are blank. The image filenames are also not using descriptive keywords.
We publish content quite frequently and this issue will be addressed within the production work flow for all images moving forward.
As for the images currently existing on our site, what are some ways to scale the optimization for thousands of images that need to be optimized for alt text, title and filename?
We're thinking about mechanical turk, but the problem is that we are a business magazine and have a lot of head shots of entrepreneurs that the mainstream might not recognize.
Any insights would be appreciated.

Does Google penalize a page with the image tag with alt and without src?
Hi, I am curious whether Google penalizes a page with the image tag with a value in the "alt" attribute and without one in the "src" attribute? Would this count as stuffing? Sometimes you cannot put an image but you would like to get SEO benefit by having a keyword in an image?

SEOMoz Community, -I currently use SEMRush, SEOMoz Open Site Explorer and Archive.org for the other Benefit and Opposition factors. -I’ve had to manually search pages for keyword use in the title, footer & body for on-page optimization. -I’ve also manually searched Google for Domain Exact Matches. Jobs listing page optimization
I've a client with a jobs page. I've found that a high traffic, low competition keyword phrase 'OH jobs' and wish to optimize appropriately. The trouble is that there is hardly any body text and any number of job entry listing. As the listing which all go to individual job description pages, naturally fit the description (part description) OH Job - would it be good to use this description within the anchor text of the links? If so is there a maximum? I've been trawling around SEOmoz and Google Search and have got more and more bogged down! ta

Images being ranked
I have a client who is concerned about the performance of his images ranking on Google Images. I have taken a look at the obvious things like - alt tags, title tags , file names. I am not sure why he is struggling quite so much to get his images ranked well as the sites he is competing against and who are already ranking are a very poor quality. Change Homepage internal Link from Image to Targeted Anchor Text -- Spam??
I am in the following situation: 1. Homepage is designed to target one main keyword. 2. All current pages link to the homepage with the image/logo, nowhere on the site do we link to the homepage with the target keyword. 3. It is an established page (Moz rank of 58) If I suddenly added text above and made the homepage link targeted anchor text, would Google consider this spam? We are ranked #13 in Google and our looking for ways to move up, but I do not want to risk any type of Google penalty.
