Best way of starting link building to a new website?

I am doing SEO for a security keyholding company and would like to build up some quality links from related and high PR sites. Submitting profiles to directories is incredibly time consuming.
I am thinking of outsourcing a link building campaign to a link building company, but know Google advises against this.
Does anyone recommend a cost effective and ethical link building service out there?
Or are there any link building techniques to use that will help me out?
What I want to be sure of is that a link building campaign won’t get my websites penalised in search engines and the links are from quality and related websites.

I'd be really careful with the directories - make sure you are only submitting to high quality sites. Being on too many low quality directories is a good way to attract the attention of the Penguin.
I think a press release is a good way to start. You can have one written about the launch of the site. Use a high quality service like PRWeb.com. Expensive, but will only get you quality links. There is also the chance it gets picked up by some reputable news sites. That's when you see those beautiful little spikes of traffic in analytics

Thanks for your responses. Some useful suggestions. I'm not sure if I have the resources to hire a virtual assistent just yet, but will keep it in mind.
In terms of link bait, what has worked well for you?

I would try to create some sort of link bait and submit to the main niche directories for the space - we have had some nice success from infographics and the like. Guest post work well as well

IMHO, there is no simple/short way. This is the part that is time consuming, but it is worth it. I always hesistant to trust this process to someone I do not know.
I usually start with a good plan.
- Find potential High Quality sites - (going for quality not quantity)
- Develop a tracking process (Excel or other cloud service).
- Contact the sites, personalize emails and provide value to them. It must be a win-win for both parties (Please note that win-win does not have to be reciprocal links).
- Rinse and Repeat.
I would suggest that instead to paying for a 3rd party to build the links, create the plan and hire a virtual assisstant. Give them a to do list and monitor performance.
That way you can oursource the repetitive process (e.g. submitting to directories, etc.) and have a good control on your link building process.

I saw articles that said affiliate link building is not good. We are a training company that offer only some training programs. My idea is get other training company to link back to us, but only if they do not offer the same training as we do. We could reward them by giving them commission if the sale happens. Competitors black-hat link building?
Hi Mozzers, <a>http://www.alivenetwork.com/ </a>is a close competitor of ours. They're ranking far better than us even though many of our search metrics are the same...except one! links! To give you an idea, we've got a fairly large backlink profile for the industry with quality links.

34,981 links from 276 Root Domains = about 127 links/domain. Alive Network has 1,692,256 links from 705 root domains = about 2400 links/domain. Surely that looks a bit black-hat right there? Is it just a matter of time until they're penalised? Perhaps they're just a bunch of domain-wide links? Thoughts would be appreciated.1 -

Hi all, I am looking to find an actionable, easy to use, link building template to be used by myself as well as across office/clients. Key subject areas for link building have been defined but I am keen to apply a template to past and future link building opportunities as I build on the link building tactics I have a number of link building targets e.g. form competitor analysis, existing links from websites and looking to reach out to amend their anchor text, prospect websites Does anyone have a good insight into categorising the different link building targets by sector? Link building and directory links to a new site
I have three new sites all hosted on the same server in the same public html folder and each site is in a different folder inside the public html folder. These sites are a listing of live music venues in different cities in Texas. Should I link these sites together to increase page rank to each other and also put key search phrases in the anchor text and place these links in the text in the center of each page of each site to make the links more effective? Also, because the sites are about a year old they don't have many inlinks yet. If i submit them to about 50 directories will Google not like this because there are way more directory links than natural links? I've been told that it is trouble to have more than about 50% directory links compared to natural links. Thanks in advance for your answers! Take care,
