Can competitors pay to have spammy sites link to your website?

Is there anything stopping competitors from doing a negative text-linking campaign against your site to purposefully harm your business?

First of all, is it a problem for you? Have you seen random spammy links to your site and a drop in SERP? If it isn't, don't sweat it. It would takea lot of time or money for a competitor to create enough bad links to hurt you. Unless you're in a Hatfields and McCoys situation with a competitor, I think it's unlikely.
If you're really worried about it, do a lot of White Hat link building. At least then you have something to balance out a competitor's sabotage.

We've heard a lot of nonsense from Google before, stating that this was impossible blah blah, but now they seem to be finally accepting that this does happen.

Nothing is stopping someone from doing it........... although paybacks could be rough.
I think 6 drops of Visine in their food would be a good start.
At the least, it would keep them off the computer for a while.

No. Anyone can build links to any site.
You can always ask webmasters to remove links, but they are much easier to build than have them removed. If the site is stating false negative information about your site, it might be considered libel and you could try to threaten legal action.

Nope, its one of the meanest things someone can do to you, but it does happen.

Removing bad/poor quality links from the site
Sometime back my site was penalized due to unnatural artificial and deceptive links. Then we got removed the penalty by uploading file in Disavow Tool. Bad links are decreasing gradually now . Should I ask sites that link to me to update links that redirect?
I have found some links to my site that go through a single 301 redirect to get to my site. Should I contact these websites to ask them to update the link, or is that not worth the time?

Link Building for relaunched & newly designed site
Hey all, Next week we are relaunching our brand spankin' new site. It's a major overhaul of our existing site from both a brand, design, and identity point of view. As part of the relaunch we will be reaching out to journalists in our niche with PR, and also doing a series of guest posts. But I'm wondering about other link building opportunities around newly redesigned websites. I have a list of about 2 dozen design + CSS galleries to submit to. Can you recommend other sources? Can too many high PR links can hurt SEO
I recently accuired about 10 PR 4- 5 for my website after getting mostly PR 1-2 for the past 6 months. After a couple of day my rankings not only didn't go up, but actually went down really drasticly for many keyphrases that i used to rank at the top 3. Should i keep building those high PR links in the same fast pace, should i slow down? Or maybe i should even those out with some low PR link?
