Anchor links percent

I really don't have a clue about how many internal anchor links are recommended for a page.
I think it could be split into anchor text in the article content and also in the whole page.
The article content: Only the unique content of this page
The whole page: Everthing including menus, sitemap, etc.
Does percent really matter?
Could an excesive amount of anchor links diminish pagerank in the source page?
Can google see an excesive amount of internal content links as spamming?

What you are showing me is 1 paragraph with a bunch of links. It's not normal. I don't think there is an "anchor link percent" factor, but you are clearly trying to game Google's algorithm to pass link juice.
Make it natural.

But my question focuses on anchor links from Page A to Pages B, C, D.
Page A

Ut enim ad minim veniam, quis nostrud exercitation ullamco laboris nisi ut aliquip ex ea commodo consequat. Excepteur sint occaecat cupidatat non proident, sunt in culpa qui officia deserunt mollit anim id est laborum.
In this example I have marked with bold the linking text <a>to pages B, C, D. This is not about keyword density, this is about anchor link percent.</a>
<a>The main issue is... how many anchor links are accepted as good? one is enough?
1 Link to page B is the same that 2 Links to page B?</a>

Can I set a canonical tag to an anchor link?
I have a client who is moving to a one page website design. So, content from the inner pages is being condensed in to sections on the 'home' page. There will be a navigation that anchor links to each relevant section. I am wondering if I should leave the old pages and use rel=canonical to point them to their relevant sections on the new 'home' page rather than 301 them. Thoughts?

Are sitewide links bad for SEO?
I have 11 real estate sites and have had links from one to another for about 7 years but someone just suggested me to take them all out because I might get penalized or affected by penguin. My main site was affected on July of 2012 and organic visits have dropped 43%...I've been working on many aspects of my SEO but it's been difficult to come back. Links under Meta Description when performing a search
Doing research for clients, I have came across seeing sites displaying hyperlinks underneath their own meta description. keywords that I have googled that result with hyperlinks displaying under meta descriptions: Google'd: iacquire (brand) bmw wheels (Beyern Wheels, position 1) aftermarket bmw wheels (MMR Wheels, position 2) These companys have hyperlinks underneath their descriptions. Anyone have any ideas why this happens or how it happens?

Bad link profile?
Hi Mozzers! We have recently been handed this client due to the former SEO company building up a bad link profile, which resulted in the site dropping off the search results all together. Forcing them to get a new domain. This happened in July last year and we are unsure whether it would be wise to submit a reconsideration request and then 301 their old sites pages to the new domain. Basically I'm asking whether you can spot any spammy links being built in their profile. How to defend against link cloaking
Hi, I own a website where recently a lot of backlinks have been going to my old domain that 301's to my new domain. During the past 2 months I have noticed a massive amount of links pointing to my old domain. When I go to look at the links and go to the page all I see is a search bar which to me this seems like link cloaking. I am not sure what I should do. Obviously I am not doing the link building and someone is targeting anchor specific keywords from multiple domains that all look the same. My question is should I report it myself in google webmaster tools before I get hit with a filter or penalty, or would this force them to penalize me. And if I do get caught up in a penalty I would not know how to fix this since I doubt the webmaster is linking to me out of the kindness of his heart. Any advice? Thanks

Too many footer links?
Hi. We're working on http://www.gear-zone.co.uk/ at the moment, and I was wondering what's everyone's opinion on footer links. There's quite a lot on the page, and I was wondering if there might be a few too many. If so, what would be the best plan of action? Remove them altogether, stick them in an iframe or in a bit of JS so they can't be crawled? Thanks!
