should we get backlink from penguin hit website ?

WOW $1000 a link from a PR3 site is quite expensive, you can buy a few blog sites with PR3 for that amount or a PR4/5 domain name. The best links that you can get are the natural links by writing great, useful and interesting content. It will take longer of course to get the natural links vs the paid links but in my opinion they are far more valuable. Also with that $1000 I would invest into infographics, if you have someone create an interesting inforgraphic with useful data/information related to your business it could spread like wildfire and get you a good amount of natural links...

To be honest with you, I'm not sure if you can check if a site has been hit or not by the penguin, maybe someone here with more experience can answer that question.
I did a little investigation on the http://www.interiorarcade.com/
Here is what I found, the domain age is 3 years old.
Google PR score is 3 (on the home page)
almost 14000 links from 140 root domains...
Digging deeper into OSE I saw that they quite a few links from a bunch of directories and link farms.
and VERY FEW links from related sites.
So I think there is a very good chance that they were hit by the PENGUIN. take a look at Majestic SEO they keep a history. I've never used it so I can say if PR is being tracked or not but if it is you can see if their PR dropped when penguin was released.

Probably not. From what I know if a site has been hit by the mean penguin it lost most if not all of it rankings, it might be in Google's little black book so in theory it might pass the negative rankings to your site. You should only get links from trusted sites that don't do any black SEO to get high rankings. Links are like people, well more like characteristics of people. Would you become friends with someone who is shady, will lie to you, might steal from you, etc... would you let them into your house??? I assume you would want to be friends with someone who respects you, will help you out when you need help, someone you can trust, etc... and would be welcomed in your house anytime. That's the way I think about links and whether I would want to have that link on my site.

A lot of backlinks from outside of niche – bad?
We have received a lot of backlinks over the years by users putting links on their websites to their home pages on our site, eg: our.domain/user1 our.domain/user2 … our.domain/user100000 There are 10’s of thousands of these backlinks, all natural, but many of them come from blogs that are completely outside of our niche. Only a small percentage of our backlinks 1% to 5% could actually be coming from pages related to our niche, the other 95%+ could be users just linking to their home pages. Could this really hurt us..? We have 1000’s of backlinks related to our niche, yet we’ve noticed that some competitors with less than 50 backlinks can outrank us for certain keywords.. Also related, we’ve noticed these user links popping up on a lot of spammy sites, directories, etc. We didn’t create them but we’re disavowing them now to be safe. So this could also be hitting our rankings.

Blog posts with currently no links question
Hi, If a blog has 100's of quality blog posts all with PR 1-3 but has no internal linking going on, what kind of affect would it have if someone was to go through all the pages using mixed anchor text (where it fits) back to money pages. Would generating 100's of internal links from a blog in a matter of days cause problems / flag up to SE's. I'm guessing it would be best to stagger it over a long period of time. Cheers

Can You Rank Without Backlinking?
With all the new emphasis on on-page metrics and social metrics, would it be possible to rank well without putting much emphasis on backlinking if your content is significantly better than the rest of the ranking pages? Say #1 to #5 are pages of 500 word generic content. We come in with 2,000 word specific, high-quality content. Can we get by without spending as much time/energy on backlinking? Would the on-page factors make up for it, or has the game not changed that much?

Can PR0 backlinks be harmful?
Having a discussion on someone with whether or not PR0 backlinks can be harmful. I used UniqueArticleWizard for a while when I first started out with SEO. It gave me around 1000 PR0 backlinks. A few weeks later my site was penalised from PR5 to PR2. Thanks
