Backlinks from foreign language websites?

I have faced an interesting situation about linkbuilding strategy. Currently I am doing SEO for one of my clients located in United Arab Emirates, so accordingly he has a website in English language. And keywords are in English.
So what do you think, can the links placed on Russian language websites pass some link juice (make a positive impact on rankings) and in which language (Russian or English) should be the text surrounding the keyword?

Fiorst are they good links, are they relevant, are they spammy, this is more important.
Linkbuilding is very risky these days. Forcing links that will not be detected as such is very hard to do. i would be very carfull what links you get.
Better to get one good link then 1,000 spammy links.
at best spammy links will not add value at worst they will get you penalized if not now in teh future.

Penalty because of logo banner in sidebar of external website?
Dear mozzers, One of our pages is not ranking (well). I wrote another question about this here on Moz. I just discovered that there is an external website that has a banner to our page in the sidebar. The banner is on every 134+ pages of that site. It is in a banner slider and only show for a few seconds every now and then. The link is not "nofollow". It seems that our page dropped from Google slightly after this banner was added. However I am completely sure about this. The link is over here in the banner carousel/slider in the sidebar: http://www.wierszowisko.com/ My questions are: Could this banner log cause a penalty for our page? If so what can we do to undo this? Ask the webmaster to remove the link? Disavow on Google? How does this exactly work?

Can a hidden menu damage a website page?
Website (A) - has a landing page offering courses Website (B) - ( A different organisation) has a link to Website A. The goal landing page when you click on he link takes you to Website A's Courses page which is already a popular page with visitors who search for or come directly into Website A. Owners of Website A want to ADD an Extra Menu Item to the MENU BAR on their Courses page to offer some specific courses to visitors who come from Website (B) to Website (A) - BUT the additional MENU ITEM is ONLY TO BE DISPLAYED if you come from having clicked on the link at Website (B). This link both parties are intending to track However, if you come to the Courses landing page on Website (A) directly from a search engine or directly typing in the URL address of the landing page - you will not see this EXTRA Menu Item with its link to courses, it only appears should you visit Website (A) having come from Website (B). The above approach is making me twitch as to what the programmer wants to do as to me this looks like a form of 'cloaking'. What I am not understanding that Website (A) URL ADDRESS landing page is demonstrating outwardly to Google a Menu Bar that appears normal, but I come to the same URL ADDRESS from Website (B) and I end up seeing an ADDITIONAL MENU ITEM How will Google look at this LANDING PAGE? Surely it must see the CODING INSTRUCTIONS sitting there behind this page to assist it in serving up in effect TWO VERSIONS of the page when actually the URL itself does not change. What should I advise the developer as I don't want the landing page of Website (A) which is doing fine right now, end up with some sort of penalty from the search engines through this exercise. Is Inter-linking websites together good or bad for SEO?
I know of a website that inter-links a handful of websites together (ex- coloring.ws interlinks to a handful of other sites, including dltk-kids.com, and others). Is this negative for SEO? I was thinking about creating a few related sites and inter-linking all of them together, since they will all be relevant to each other. Any thoughts would be great!

Can you disavow a spamy link that is not pointing to your website?
We have submitted several really spammy websites to the Google spam team. We noticed they take a very long time to react to submissions. Do you know if it is possible to disavow a link that is not pointing to your website but rather to a very spammy website? Thanks
