Google keyword tool no data for a KW- what to assume in this case?

There are cases when google keyword tool shows just a dash - means no data available and google suggest just use global volume instead.
But what if we want to know only local search volume? what should we assume in this case? Does that mean local volume is 0 or it can still be respectable volume & its just Google couldn't find data ?

As stated in my previous answer, no data available most most likely means that few or no people are searching for the term, but this isn't 100% certain. There are other possible reasons for seeing no search volume for a keyword. Google's publicly viewable search volume numbers are not always accurate, sometimes they have to block/hide keywords due to copyright or trademark issues, etc. I have also noticed that Google's localized search volume estimates may be more prone to errors than their global search volume numbers. I even once saw a keyword where the local search volume was higher than the global search volume, so the data isn't always 100% accurate.
If you want to be more confident about the local search volume for a specific keyword, run an Adwords campaign for a short time.

yes, my target term is right one and I am using exact match.
Finding similar terms is not an issue, I know few ways to do it. Just curious about -

Point is the term I am searching - its not possible no one is searching it !!!

When local volume is 0, this means there is not enough/or no people searching for that term.
Assuming you believe your targeted term is the right one and that you are using exact match try the following:

Use phrase or broad match to find any similar terms with search volume

You can use google trends to see any correlating search patterns

Maybe try broadening the type of keywords you are using? Keyword suggestion tools such as Ubersuggest helps.

I would say it is likely that there isn't much local search volume, but there are other options. It's difficult to say with 100% certainty. You could run a quick Adwords campaign to see how many impressions you get, which can be a very good way to measure search volume (just make sure your QS and bid are high enough that your ads shows all the time).

Right now, I'm starting to work with them on their new site and want to make sure the on-site SEO works with the insurance/locations they want to target. What I'm having trouble with is the volume of monthly searches and trying to find keywords that they could realistically get some traffic and leads from. Most of the keywords I check with the Adwords tool are less than 50 exact match searches or just show a dash. The only keywords with a decent amount of exact searches are the main insurance types like "restaurant insurance" or "home insurance Georgia". How can I get an idea of the number of leads and amount of traffic this site might get when most of the keywords searched for only a handful of times per month? I can build the site to easily target all the above types of insurance in Dalton, GA, which has a population of about 33,000, but I don't know what kind of results this agency might expect if they were to rank in the top 3 spots.
