Does Google or Bing use words in the page title beyond the displayed limit for ranking purposes?

Standard good practice for on-page SEO includes keeping page title length below the maximum that Google displays in the SERPs. But words in the title beyond that maximum can be indexed, even if they don't show in the SERPs for end users.
For ranking purposes, is there any value in words beyond the character limit in page titles that are truncated in the SERPs?

IMO search engines' main priority (advertising aside ) is to make an experience good for users. Sure, they will be indexed, but if Google or other SEs consider how it looks to users, it probably won't help. That aside, consider the importance of your Click Through Rate. You make all the effort of getting ranked, then your competitor has the title and description fully and neatly displayed, and you don't - not ideal. I tell clients that sometimes we might well rank lower than competitors but if the title and description are neater and have emotional impact they stand a far better chance of getting the clicks.
I doubt there is any value in the words beyond the character limit - from Google's point of view, why should there be, if users can't see it in SE results? I believe the recommended length is 60 characters.

Ctr question with home page and product pages
do you believe that the advantage of targeting a search term on the home page is now worse off than before? as I understand it ctr is a big factor now And as far as i can see if two pages are equal on page etc the better ctr will win out, the issue with the home page is the serp stars cannot be used hence the ctr on a product page will be higher? Is there any way to prevent Google from using structured data on specific pages?
I've noticed that Google is now serving what looks like host-specific video cards on mobile for our site. Is there any way to control which videos are included in these lists without removing the structured data on those clip pages or user pages? We don't want to noindex those pages but we don't want content from those pages to appear as video cards. 1kzPW

How to Interpret Rankings Decline
My website operates in 14 languages, and overall we have not seen a decrease in traffic (hard to measure because we are very vulnerable to external factors) I started using AWR about a month ago and in that time have seen the following changes in my visibility for some of my major markets: Nothing major in either direction, but any advice of how to delve deeper to find an explanation for the markets that are decreasing? If Google Trends Doubles?
If google shows a search trend doubling in a time frame, does that mean the amount of searches doubled? As in: 2006 was ranked at a 50 on trends and the 100 is 2013 and in 2013 10,000 searches were made, does that mean around 5,000 searches were made in 2006?

Google penalty for one keyword?
Is it possible to get penalized by Google for a specific keyword and essentially disappear from the SERPs for that keyword but keep position for the brand (#1) and some other keywords (#4 and #7)? And how would you find out that this is what happened if there is no GWT message?

Very Erratic Ranking
Over the last month our ranking for "Web Design in Cumbria" has fluctuated from position 2 to position 10 a couple of times a week on Google UK.It tends to go to position 10 on a Friday but bounces back to position 2 on the Saturday. Then it goes back to 10 on Monday / Tuesday then back to 2 the next day. Does anyone have any idea why, cause it is confusing the hell out of us? Thanks Fraser

HTML Not Validating META Title??!!
This seems pretty odd to me. HTML 5 is not validating lots of the typical META content - including, amongst others, the META title. This is typically seen as a standard 'must-have' for many SEOs, including the check-list on SEOmoz. Has anybody else had this issue? And of course, did you find a solution? Thanks, Mark
