Recommended Min Amount of Content for "News" Bulletins

My company often puts out short news bulletins to announce short news updates. We have to write about these topics for our customers and to remain as an industry leader. However, there is not much real and interesting content to write about these topics.
What is the minimum length you think these articles should consist of so that Google won't see them as weak/useless pages and possibly give us a Panda penalty for them?

OK, so, with what you gave me there, I would suggest simply adding a couple of sentences as to why or if your purpose is different, what they should do about it, etc.
Yes, you can say Stock X went up to $Y today and there is nothing wrong with that content. You can repeat it every day and there is nothing wrong with that. It won't serve you IMO beyond just being there, but with a date, a stock price, etc. there is nothing to "penalize."

The content is directly connected to what my company does but is by definition repetitive such as "stock x went up to y today"
It is important for users to see and for us to publish as an industry leader but by definition of the content will be somewhat of a repetitive template.

I do not believe there is a minimum in terms of any type of penalty. My opinion is that any content should have a reason for being there and what you write should be what your customers are looking for in the way of information from an industry leader.
So long as they are not just the same article rewritten over and over or articles that say nothing in relation to what your company does/is, etc. you will be fine. Follow the rules of making the content interesting by creating good titles that will appeal to your customer: If you just improved customer service on a problem area for example: Why Does Everyone Keep Complaining About _____: The Answer Here! Things that make people want to go see what is there, etc.

A great web page (for organic search) needs more than great copy. Tons of articles tell us how important it is construct a web page. Others beat the drum of content, content, content. Who are these unicorns who understand on-page SEO and are great writers to boot? I'm imagining a "content developer", or I might call it a "technical SEO writer. Neither really captures the need. Site IA considering a "Resources" section
I'm working on a resources section for our website and I'm wondering the best way to handle my sites information architecture. The resources section houses things like webinars (both upcoming and recorded), case studies, ebooks, etc. Should things like webinars and case studies be considered supporting content to our main topics? For example we have a product that manages Rebates. So we have a page on our site dedicated to "Rebates". Would a webinar or case study about our Rebates software be grouped with "Rebates" or would it be grouped by content/resource type? So for example a breadcrumb could look like this: Home > Rebates > Rebates Webinar or Home > Webinars > Rebates Webinar Thanks in advance!

Duplicate content on events site
I have an event website and for every day the event occurs the event has a page. For example: The Oktoberfest in Germany the event takes 16 days. My site would have 16 (almost)identical pages about the Oktoberfest(same text, adres, photos, contact info). The only difference between the pages is the date mentioned on the page. Does having a "+" in a URL hurt SEO? Would much value be gained changing it to a hyphen?
There's a site that contains "+" signs in the URL in order to call different information for the content on the page. Would it be better to change those to hyphens (-), or not that much value will be gained, so leave them as is? Thanks!
