This would not be the best way to go about obtaining links. There is no mention of if the links are relevant, if they are permanent, etc. It does go against Google's guidelines of buying links with the intent to pass pagerank and boost your rankings.

And remember that the toolbar pagerank reflects the PR of that individual page. Heck, you could have a link from SEOmoz on your profile page that has no PR at all and is no followed and nobody visits it and it won't do you a bit of good.
Also to look at -- are those 20 websites all connected in some fashion? On the same server farm? Have the same footer links? Have the same Google Analytics code? If they're all part of a network, it's really not going to do you any good.

To follow up with what Steve said, PR doesn't necessarily determine how you rank. PageRank is determined by how high the PageRank of the other sites that link to you. So having 20 PR3 sites linking to you won't give you too high of a PR, mostly likely will make it PR3 as well. Ranking higher has more to do with overall metrics, like Domain Authority, Page Authority, Domain Links, Page Links, Social Signals, Etc..

Remember, going from PR2 to PR3 is about twice as hard as going from PR1 to PR2. So there is no "X number of links will get you to the next pagerank level" because each is uniquely harder than the previous.
That said, I have a 8 month old domain name that has maybe 15 external backlinks from PR0-PR3 sites... that domain is currently PR3. However, I have a 2 year old domain with maybe 200 backlinks from PR0-PR6 sites yet is only has a pagerank of PR2.
Honestly, social engagement does so much more as well as great content. Plus, find some killer untapped keywords and rank well for them. My 8 month old PR3 site is generating revenue for me yet my 2 year old PR2 site isn't... and its all because of keyword research and rankings.

Same page Anchor Links vs Internal Link (Cannibalisation)
Hey Mozzers, I have a very long article page that supports several of my sub-category pages. It has sub-headings that link out to the relevant pages. However the article is very long and to make it easier to find the relevant section I was debating adding inpage anchor links in a bullet list at the top of the page for quick navigation. What I wondered is if having the inpage achor would confuse the SERPS because they would be linking with the same keyword. My worry is that by increasing userbility of the article by doing this I also confuse them SERPS First I tell them that this section on my page talk about keyword 1. Then from in that article i tell them that a different page entirely is about the same keyword. H3 Tags - Should I Link to my content Articles- ? And do I have to many H3 tags/ Links as it is ?
Hello All, On my ecommerce landing pages, I currently have links to my products as H3 Tags. I also have useful guides displayed on the page with links useful articles we have written (they currently go to my news section). I am wondering if I should put those article links as additional H3 tags as well for added seo benefit or do I have to many tags as it is ?. How to avoid too many "On Page Links"?
Hi everyone I don't seem to be able to keep big G off my back, even though I do not engage in any black hat or excessive optimization practices. Due to another unpleasant heavy SERP "fluctuation" I am in investigation mode yet again and want to take a closer look at one of the warnings within the SEOmoz dashboard, which is "Too many on page links". Looking at my statistics this is clearly the case. I wonder how you can even avoid that at times. I have a lot of information on my homepage that links out to subpages. I get the feeling that even the links within the roll-over menus (or dropdown) are counted. Of course, in that case then you will end up with a crazy amount of on page links. What about blog-like news entries on your homepage that link to other pages as well? And not to forget the links that result from the tags underneath a post? What am I trying to get at? Well, do you feel that a bad website template may cause this issue i.e. are the links from roll-over menus counted as links on the homepage even though they are not directly visible? I am not sure how to cut down on the issue as the sidebar modules are present on every page and thus up the links count wherever you are on the site. On another note, I've seen plenty of homepages with excessive information and links going out, would they be suffering from the search engines' hammer too? How do you manage the too many on page links issue? Many thanks for your input!

Does the number of links on a page metric include repeated links?
Just wondering if the number of links on the page metric includes links that are repeated? So, if I had 100 links to one page would this count as 100 or 1 link?

Best way to improve page rank
I notice many small business sites seems to have a page rank of 3,4, or 5 which don't appear to be doing a great deal of SEO on their websites. i.e these are very basic sites with a little static content that rarely changes, no blogs or particular links. Does having a high page rank still mean your will achieve better search engine positions? whats the best way to improve page rank for small business sites? thanks

To many on page links with ABC search
My client site http://www.tshirtsubway.com has a ABC quick find selector on the homepage of the site and throughout the site and as a result is is showing an error of to many links on the SEO moz error crawls reports. I wanted some advice on improving this and perhaps looking for an alternative also looking at the current setup and asking is this wrong.
