Google still allows massive link building in my country.

This is really messed up! I've been investigating this issue for almost a year now. I had discussion about this in SEOMoz before and people told me that my site was not optimized for SEO.
However, I've finally come to conclusion that massive back link building is still the best way to rank in Google Turkey. Many high PR content websites do not seem to get their unique content ranked here because some shitty website can be ranked on the top by using back links with targeted anchors for the keyword they want. I've spent a lot of money for content but no it does not get listed unless I provide back links for each article.
This does not happen in the US anymore. Google catches you for massive back link building and penalize you. SEOMoz authors suggest using social media more but it seems to have no effect whatsoever in Google Turkey. I really want to open a ticket for this in Google but don't know how to do it. Think about searching "urology" keyword in the US, would you see an informative website about urology or a site that contains a small article and wants to sell a bullshit product to you?
If anyone knows how I can contact Google regarding to this, please let me know.

In our country "massive" link building stopped being effective about 3-6 months ago. Of course, at some searches spammy sites still show up among the TOP results... which is something I can't explain up until today. Nevertheless, bulk link building doesn't seem to have any impact on new sites. It's equal to zero and in some cases it even has negative effects.

There is a negative article showing up in the SERPS for my boss name which we've been doing some rep management to get rid of. Well, someone started building links to that property recently, and it has pushed the result to the #2 spot. I did some research, and the property has never had a single link pointed to it until recently. There are 7 referring domains, all of which use the same theme, and have the same author for each article. Each property has over 1,000 articles in not even 2 years. All articles are based around the same topic. The property they are promoting negatively went from 0 backlinks to 55 in under 2 months. My Question is, is it okay to report this to Google? It seems like a cut and dry example of a link scheme. Second question, I have recently seen an increase of spammy links showing up in ahrefs. These links were likely built by a predecessor of mine as far back as 2010. I had been letting them fall off naturally, but now they are coming back (around the same time the above mentioned link scheme began). Do you think someone is re-indexing my links as a sort of attack? Or is it possible Google is re-indexing them? I'm going to contact the webmasters where I can, but seriously considering using disavow tool. My rankings started dropping when the links started getting indexed. And continue to drop. Link building for a product review site
I'm doing SEO for a product review website, and I'm curious what link building opportunities are best for this category. Assume only the following: The website is basically a blog Most of the articles are reviews on cosmetic products, though there are also articles regarding news, product roundups, tips&tricks and similar content The website is in a local, non-english language Disregarding low-value opportunities such as directories, what kind of websites should I aim for outreach purposes? So far, I'm thinking the following: Product manufacturers (very low success chance, as the review site is fairly new and in a localized language) E-commerce sites selling the products (average to low success chance, since a lot of them use CMSes that might not allow integration of a review) Other cosmetic blogs, particularly for guest blogging (average to low success chance, since the website is fairly new) Any ideas would be appreciated, thanks!

Which link building method is most effective?
I have been looking at different seo companies for link building. I found a ranked list on Topseos.com. Many of them offer the same services as offshore SEOs, namely: Article marketing blog comments forum comments/profiles bookmarking PR directories Link acquisition by contacting relevants sites and negotiating a fee for a link I know that custom link acquisition is the most effective, but it gets very expensive. And, you don't know what each link is going to cost you. Here are my questions: Of the other methods (other thank custom link acquisition), how would you rank their effectiveness? The other methods seem kinda gimmicky, is it worth the time/money? Have you seen sites rank well for competitve keywords using articles/bookmarking/blog comments/directories etc? How do you know i a company is going to them manually as they claim? as opposed to using some automated software. Thanks

Link building software
Does anyone know of any software that will build links if I enter the URL in? I know this sounds silly but I had to ask... I know ontolo is good to discover which links you need based on a key word and I know the SEOmoz tools do the same.
