What does the "base href" meta tag do? For SEO and webdesign?

I have encounter the "base href" on one of my sites. The tag is on every page and always points to the home URL.

<base> allows you to set the default attributes for links on the page. For example if I set <base href="http://www.mydomain.com/"> then I can make a link to and it will point to http://www.mydomain.com/mypage.html

Hi all, I am currently evaluating areas for optimization on my main domain. When doing this, Moz has identified multiple titles and urls that should be shortened and missing meta descriptions on my subdomain (a help center of sorts). As far as I am aware, we have not set up any "no-index" rules for this subdomain. Are these items affecting SEO on my main domain? Thanks,

Homepage SEO optimization
Hello, I’m almost ready to lunch my new website https://thetravelhoop.com , I just need to create the content of the product page and put all the images. I would like to know what you think in terms of SEO of the home page (is the content that I want to rank the most). My doubt is that since it is a landing page, there is not a lot of text but mostly <h>. It’s not a styling decision of course (I know is bad practice) but mostly because they are supposed to be title/headings.</h> Do you think I’m doing something wrong, or do you have any suggestions? H1 tag positioning impact
Hello, I am currently working with a dev team to develop a new site. We have designed the title tags to sit below a banner image on each page but the technical team are insisting the h1 title tags must come above the banner for maximum SEO impact. I am sceptical about this, can anybody please shed some light and/or share any up to date resource on this? Anchor Tag around a Div
Just Curious if this is an SEO No-No! I have set up the box to do some cool SEO transitions but am curious if I am loosing on a signifigant amount of internal linking considering anchor text or if Google recognizes the h2 as anchor text. SVG image files causing multiple title tags on page - SEO issue?
Does anyone have any experience with SVG image files and on-page SEO? A client is using them and it seems they use the title tag in the same way a regular image (JPG/PNG) would use an image ALT tag. I'm concerned that search engines will see the multiple title tags on the page and that this will cause SEO issues. Regular crawlers like Moz flag it as a second title tag, however it's outside the header and in a SVG wrap so the crawlers really should understand that this is a SVG title rather than a second page title. But is this the case? If anyone has experience with this, I'd love to hear about it.

Different title tags and meta descriptions for desktop and mobile?
Is it possible to use different title tags and meta descriptions for mobile users? For Example: In the SERP for desktop you'll see the desktop title tags and meta descriptions, but in the SERP for mobile you'll the mobile versions of the webpage.
