Buying High PR Sites

Is it possible to buy old sites that no longer have a site up that has a high PR? Can I just put up another site about anything I want and rank well for it?
I see that my link profile (anchor text) will not support my on site SEO. However, could I link to another site and pass page rank with this tactic?
Please discuss... Especially those doing this...

Brian's right. My brain thought automatically about expired domains so I messed up a bit.

Actually, domains that "no longer have a site up" don't have PR because they get deindexed.
If you're talking about buying expired domains, that's a viable strategy for getting a bit of a head start with a new site's SEO or building a blog network. But it takes a lot of work and a bit of cash.
One of the best places to find expired domains is at GoDaddy Auctions. Because the site's content recently dropped they usually hang onto their PR after you buy them.

Buying sites it's still a bit common. I don't do it often though. There are a lot of things you have to take in consideration when you do this and it can be a bit risky.
Where you buy them is very important. I would recommend flippa.com. Also, you might want to check how they built their ranking. You don't want to buy a domain using black hat SEO or you are going to spend tons of time removing links.
Make sure the domain you buy has something to do with your new site idea so it actually helps and boosts your SEO strategy.
This isn't much but it is how I have managed and done well so far. I would like to see what other users have to say, especially those with more experience doing this.

Some web 2.0 sites blocked by robot
I had created some web2.0 sites, google also indexed those sites but those sites robots.txt are disallow, this mean Google will not give any credit on ranking ? I have seen in google, those sites meta description was written - A description of this site is not available due to the robot.txt file. I checked that file, it is written disallow. Somone is creating a ton of links to my site!!!
Today I looked at site explorer and found over 1100 linking root domains and over 750 linking c-blocks. My site was hovering around 200 linking root domains and 150 linking c-blocks. I have not paid anyone to link to my site... Is this one of my competitors trying to create negative seo for a specific key word? I've worked very hard to never try to build links and only get links naturally by providing good content that people would want to link to. Can all hundreds of new links hurt me? Is there a software to help me check whether the sites that i give link to, also place my link on their site (reciprocal link)?
When i exchange links with others, i usually put their link on my site hoping that they'll do the same. Since it's impossible to check all sites whose link i have placed on my page to see if they have put a link back to me, i was wondering whether there is a kind of software to help me do that!

How to find article sites that will be very picky
I'd like to write good, unique content, and one of the places i was looking at was article repositories. I do understand that most of them have been spammed to death, but I was wondering how I would go about finding ones that would accept my article. I do realize that niche news/forum/informational sites are probably my best bet. Beyond that, would would be a step down or a 'general' article directory where I could get something approved and post content that is high quality. I'm not sure I have time to go around to every niche site and make the handshakes necessary at this time.

Discrepancy in Site Metrics
I site I've been working on has been up since early January. The domain was not new, but no site or links existed prior. Link building finished 2 months ago. There are about 80 fairly high quality links mostly from unique domains, and the site has been doing well with search engines for some time. OSE lists only 24 of these domains (for all pages on the root domain). OSE stats hardly changed in the last update so here's my question: when will OSE data reflect the current reality?
