External links from banned websites

Currently working with a client that has seen his rankings diminish after the penguin update. I've manually analyzed all his 600 backlinks and identified approximately 85 external links from websites that have been banned by Google. How do these sites affect his current rankings? Should i just disavow all these links using the Google disavow tool?
Any comments would be highly appreciated!

Disavow should be last step, try to contact webmasters first.

I would use the disavow tool as a last resort. Which would mean, first getting some sort of notification regarding unnatural links and only after all else failed trying to remove those 85 external links by attempting to make direct contact with those sites and asking for link removal.

Is it safe to link my websites together?
Hi Everyone, I have 10 websites which are all of good standing and related. My visitors would benefit of knowing about the other websites but I don't want to trigger a google penalty by linking them all together. Client is paranoid about Google penguin penalty from getting links from a new website they are building
We have a client that is creating a new promotional website that consists of videos, brands and product reviews (SITE B). After a visitor watches a video on SITE B they will be given a "click to purchase" option that will lead them to the original website (SITE A). Our client is paranoid that since all the outgoing links on the new SITE B are going to the original SITE A there might be algorithm penalty (for one website or both). I find this very unlikely and even recommend "no follow" coding for a peace of mind. However are there any resources/links out there that can back up my argument that they will be alright? Thanks

Link Building
I have to develop a strategy for link building. The SEO guy I have been speaking with has started putting links on .edu sites etc . To me - this "stinks" of manipulating the search engines - which I know we will get stung by at some point. I hope this isn't standard practice - but I don't know what the best way to improve rankings in terms of links etc. We sell health products and are starting to put out 3-4 high quality articles per week. Link Building with a Scholarship
One of my clients is using a scholarship to build links. We have a nofollow PR campaign getting ready to start and are doing some social marketing for the scholarship page on the site. We are also trying to get backlinks from highschools and colleges that link to scholarship opportunities. So far this has been a slow process. Does anybody have any advice for speeding any of this up? Has somebody ever done a campaign like this before? Is there some kind of database with financial aid contact info for a lot of schools? I contact a lot of schools and always tend to get put on the backburner.

Should We Link To Our News?
We just started an "In the News" section on our webpage. We are not sure what would be the best for SEO purposes. Should we link to the news websites that have the stories about our company, even if they have no link bank? Or should we just take screenshots of the news article and only link to articles that link back to us (this is what we a currently doing)? Here is our news page, http://www.buyautoparts.com/News/

External links point to 403 page - how to 301 redirect if no file extension?
Hi guys, After moving from an old static .htm site to Wordpress, I 301'd all old .htm urls fine to the new trailing slash foldery style /wordpress-urls/ in htaccess no problem. But Google Webmaster Tools tells me I still have hundreds of external links pointing to a similar version of the old urls (but without the .htm), giving lots of not founds and 403s. Example of the urls linked to that 403 not found: http://www.mydomain.com/filename So I'm wondering how I do a 301 redirect from a non-exisiting url that also has no file extention as above and is not like a folder? This seems like a lot of possible external link juice to lose. Thanks!

Natural Link Profile, low and high value links, really?
I cant really get my head around this one. I've read a few times when building links make sure you pick up so low value links as well. So here is an example (and lets say each link takes half hour to get): I got 5 hours of link building and this is what I have managed to get with the time. 1. 10 high value links all with PA/DA 50-60+ 2. 5 high value links with PA/DA 50-60+ AND another 5 low value links with PA/DA 10-. Surely #1 beats #2 hands down?
