Page indexed but not showing up at all in search results

I am currently working on the SEO for a roofing company. I have developed GEO targeted pages for both commercial and residential roofing (as well as attic insulation and gutters) and have hundreds of 1st page placements for the GEO targeted keywords.
What is baffling me is that they are performing EXTREMELY poorly on the bigger cities, to the point of not evening showing up in the first 5 pages. I also target a page specifically for roof repair in Phoenix and it is not coming up AT ALL. This is not typically the results I get when directly targeting keywords.
I'm working on implementing keyword variations as well as adding about 10 or so information pages (@ 700 words) regarding different roofing systems which I plan to cross link on the site, etc.
I'm just wondering if there is a simple answer as to why the pages I want to be showing up the most are performing so poorly and what I would need to do to improve their rankings.

I am starting to do back linking for them in the next week or so. I am not having the issue with all of the pages though. It's weird. They are in Arizona. If you type in "Scottsdale roofing" they are coming up #1 on Google (for me). If you type in "Sun City Roofing", they are on the 3rd page. I don't understand how there can be such drastic differences in results when none of the pages have external links yet and they are all configured and optimized the same. And MOST of the smaller cities are ranking high as well. Scottsdale would most definitely be a higher competition city than Sun City.
The company is Jim Brown and Sons Roofing.
I am kind of learning by trial and error and made the mistake of not varying my keywords so I am correcting that in both the content and title tags/ descriptions.
I am not sure if what I did, by creating separate pages for residential roofing and commercial roofing is hurting me or not. I know it is good to combine keyterms / content when possible but because residential roofing and commercial are completely different, I wanted to target people specifically searching for commercial roofers.
I almost feel like Google doesn't know which page to pull and it's hurting me. Is that possible? I've run many tests through SEOmoz and nothing is setting off red flags, no duplicate content etc... I'm just finding there is a huge variance in results.
I need to rank much higher for Phoenix... Roof repair phoenix was one of the most searched phrases, and even after developing a page specifically targeted to that, It's not showing up within the first 5 pages. Yet, if I were to do it for one of the smaller cities, it would be number one.
Again, none of these subpages have external links as of yet.

Are your pages getting external links? Links are still the main factor that Google looks at when ranking sites. Getting links to your inner pages will help them to rank higher, and linking to them prominently from your own site will help pass your site's authority to them.

Thousands of 503 errors in GSC for pages not important to organic search - Is this a problem?
Hi, folks A client of mine now has roughly 30 000 503-errors (found in the crawl error section of GSC). This is mostly pages with limited offers and deals. The 503 error seems to occur when the offers expire, and when the page is of no use anymore. These pages are not important for organic search, but gets traffic from direct and newsletters, mostly. Redirected Old Pages Still Indexed
Hello, we migrated a domain onto a new Wordpress site over a year ago. We redirected (with plugin: simple 301 redirects) all the old urls (.asp) to the corresponding new wordpress urls (non-.asp). The old pages are still indexed by Google, even though when you click on them you are redirected to the new page. Can someone tell me reasons they would still be indexed? Do you think it is hurting my rankings?

Landing pages, are my pages competing?
If I have identified a keyword which generates income and when searched in google my homepage comes up ranked second, should I still create a landing page based on that keyword or will it compete with my homepage and cause it to rank lower?

Google indexed wrong pages of my website.
When I google site:www.ayurjeewan.com, after 8 pages, google shows Slider and shop pages. Which I don't want to be indexed. How can I get rid of these pages?

Canonical Tags being indexed on paginated results?
On a website I'm working on which has a search feature with paginated results, all of the pages of the search results are set with a canonical tag back to the first page of the search results, however Google is indexing certain random pages within the result set. I can literally do a search in Google and find a deep page in the results, click on it and view source on that page and see that it has a canonical tag leading back to the first page of the set. Has anyone experienced this before? Why would Google not honor a canonical tag if it is set correctly? I've seen several SEO techniques for dealing with pagination, is there another solution that you all recommend?

Recently created site indexed; no backlinks showing?
I launched a website for a client in mid-March. The site is already indexed, I have built quite a few links to it (links are also indexed), and ranks well for some targeted keywords. However, when I try to check backlinks to the site with Open Site Explorer, it comes back with "No Data Available For This URL". Is this something I should be worried about or merely a case of 'recency' of page creation'? I know it says that it can take 45-60 days for a site to be included in Linkscape but I'm approaching the 60 days mark and still nothing.

How to optimise for search results which are affected by Query Deserves Freshness?
I am looking to rank a clients site for certain keywords which have a huge exact local search volume in the 200,000 region. Many of these keywords are celebrity names like Victoria Beckham, Pippa Middleton. etc. 9 times out of 10 these people are in the news and the first page is taken up by new article/news results. My client is a large media publishing company so their site is very relevant. Does anyone know how to optimise for getting on the first page with these types of queries? Thanks Barry

How do Google Site Search pages rank
We have started using Google Site Search (via an XML feed from Google) to power our search engines. So we have a whole load of pages we could link to of the format /search?q=keyword, and we are considering doing away with our more traditional category listing pages (e.g. /biology - not powered by GSS) which account for much of our current natural search landing pages. My question is would the GoogleBot treat these search pages any differently? My fear is it would somehow see them as duplicate search results and downgrade their links. However, since we are coding the XML from GSS into our own HTML format, it may not even be able to tell.
