2 URLs pointing to exactly the same content

Hi guys
As far as I know if you have 2 websites with exactly the same (100%) content with 2 URLs which are not pointing to any other URL should attract penalisation from google, right?
well, there is such a case and it was online for long time but the bad guys are in top of organic search and it does not seem to bother google at all!
I don't want to list them here; it is extremely annoying and frustrating as I worked hard to get in higher search but seeing this thing is extremely frustrating!
any advice on this?

I should add that there are 2 different URLs but exactly the same website and **content **so practically an identical website listed on google trough 2 URLs
both URLs domains websites are well situated in google search

Hi,
There is no penalization for duplicate content (internal or external).
There are some filters in place and pages, not domains will rank lower if the content is the same with other pages (again - internal or external).
Panda is also a filter - this time domain wide that can filter down a domain if the content is not very good - but it's a filter, dedicated and not on a duplicate content basis but on a niche basis.
The only negative side of duplicare content is:

if the duplicate content is within the same domain you might rank with one of the pages that is not your main asset. (google is actually choosing those not based on PR, PA or anything else but by the url format - strange but true)

if the duplicate content is domain vs domain - google will choose the one that he thinks is most relevant (and not only based on content but based on page and domain authority, google bounce rate - not analytic bounce rate and all the other major signals).
There are some cases when google is ranking better a 100% duplicate page that even links to the source because google decided that the domain is better, more trustworthy and so on.

** You might be looking at this the wrong way. Maybe the "bad" guys are actually better.
If you post both domains maybe people here can asess those and give some objective feedback.
Post the domain without mentioning who is the bad guy in your opinion so people here won't take that in consideration when sending you feedback.

Where to order content?
I have a number of clients struggling with publishing frequent blog content. Can anyone recommend any content ordering services? - I've seen Constant Content and a couple of others. In the past clients I've been fortunate in working with clients who are writing themselves, or connecting with a copywriter and going through the process of creating content. How to fight against a site always "re-write" your content?
A site is always copying our content then re-write to their site, how to fight against this kind of action? (Many of those copied content can get a rank very closely behind us, which will grab some of our visits ) I tried to find DMCA, but as they have changed some paragraphes, etc, DMCA can't punish them as copying. I think many of you also have met such a problem, how will you handle this situation??

How to Get Rid of Duplicate Content Captured on Article Lists
We have a ton of articles and blog posts on our site. Currently, we display summary lists of articles that contain the first paragraph of the article in the summary list. However, in my reports, this is coming back as duplicate content with the full article itself. How do I fix this? Ex: article main page- http://www.robots.com/articles/10 First article on that page- http://www.robots.com/articles/viewing/grippers-for-robots (which shows up as duplicate content with the main artilce page). With our blogs, we have the most recent 5 blogs (in the same summary format) listed on our main blog page. We then have categories that people can sort by. But again, this is causing us duplicate content because those pages show the first paragraph of the blogs related to that category. Ex: blog main page- http://www.robots.com/blog. First blog listed on that page- http://www.robots.com/blog/viewing/robots-and-automation-bringing-jobs-back-to-the-united-states (which then shows as duplicate content with the main blog page). And then you can also select categories to see related topics: http://www.robots.com/blog/category/buying-a-robot which is showing as duplicate content also. Help! How can I prevent this? Thanks! Stolen Content and a Panda Penalty
Hey Folks Question for those folks that have spent some time helping people with the recent penalties and the like. I have a client who has a clear Panda Penalty, huge drop in traffic on the initial Panda date and a further drop on the second date. Much smaller incremental drops on subsequent recent updates as well. From digging in it seems fairly cut and dry - copyscape shows another 250 or so sites with content from this site and there are nearly 2000 external URLs with duplicate content across these sites. We are talking complete, shameless copies of all of the text, sometimes the images as well. The client claims the content is all 100% unique and is his content and that the other blogs must have stolen his content resulting in the penalty - which, if it is true, and I have no reason to suspect otherwise, kind of sucks. Now, many moons ago, way before Penguin or Panda (maybe around 2006) I had a client that had suddenly lost all traffic and their historical rankings. No funny business, it was a small company, had been online since around 2000 and they were pretty much the first of their kind and always did very well from organic search. As it turned out, the content from the site had not really changed since it was set up and as lots of companies had sprung up offering a similar service they had seen their content copied wholesale, across many sites, all over the world. We attempted to contact many of these sites and got some results but many were just old, abandoned copy cat sites on advert supported hosting that had ceased to trade so we maybe got rid of about 20%. Well, in the end we just decided to rewrite the content, we did this and sure enough, the site bounced back to it's previous standing and has been pretty much there ever since. Now that was kind of easy, the site had maybe 20 pages, and it needed a sprucing up but in this case the site has around 500 pages so doing a rewrite is not going to be so easy. Problem is, I don't see removal requests being particularly successful either. So, I see the options and steps as being. Contact all the sites and request the removal of the content use the Google content removal facility:

Who gets credit for content
Does it really matter if somebody takes your content changes it slightly and republishes it? This is my original article on history of house paints which was also published on ezine in Feb. and from google alerts I discovered this page http://www.franklinpainting.com/blog/home/a-brief-history-of-house-painting/ a minimally modified version. It is not easy to create content so these folks just copied and made a blog post. Their are now many versions of this on the web..who wins?

Remove Scraped Content?
There is a site I work for that has content that, when you search in Google a snippet of text from, they are not the top result for. I believe what has happened is that they had written blogs and articles and added them to their site and article directories at the same time and the article directories got cached first. If we're not coming up first for our article, that means we are not believed to be the original author, correct? Should I remove all content from our site where this is happening, even though we actually did create these articles?
