Rel alternate use for multi regional website with english language and same content

I have a website targeting multi language and multi regional users.
For example, my main site is www.abcd.com which is in English and targeting US. I have the same content in English which is targeting UK and India with www.uk.abcd.com and www.india.abcd.com.
I want to avoid content duplication and help search engines to show the right pages on the country level searches. I have researched a bit and have come to conclusion of using re alternate tag. Can someone help me with how to place the codes for the same.

Dual language in multiple URLs
Hi ! I wonder if anyone has ever experienced this problem before. One of our client is having some trouble with his multilanguage and international website. A small number of URLs contains 2 different language. Exemple : http://exemple.com/es-ar/productos/compression-baggers/empacadora-formacion-llenado-sellado/ The part in bold is in english and the rest in spanish.

Near-Duplicate Content
Hi, On my website, we are showcasing many products in both English and Spanish. We originally create each a product description in English, then we translate to Spanish. But sometimes, due to having numerous products, we don't translate to Spanish, and we just pull the English description on the Spanish page (so it has menus etc in Spanish, but the long Product Description in in English). Spanish word as English domain name
hi anyine any issues with using Spanish, and other non English words, as domain names when trying to rank in Google uk. We launched a number of websites a while back but finding it hard to get much traction in Google uk. We are getting a reasonable number of impressions but cannot seem to get very high in the rankings. All the names are foreign words for their service. Our homeware website, for example, uses the basque word for furniture as its name. other than potential branding issues of having domains people might struggle to spell, is there any serp issues we would face with these names. thanks

Best Practice for International Website with Two Versions
I have a client in the medical industry, and the company's product has been approved in various countries in Europe yet is awaiting approval in the US. That means we can share certain information in some countries that we cannot share in the US. Therefore, we plan to use an initial landing page that will ask what country the user is in (using a drop-down list to choose from if not located in the US) and then push him or her to the appropriate version of the site. How long does it take for google to realize there is a new language sub domain?
I have a global client who just launched new sub domains of their site in new languages (Spanish, Portuguese, Russian and Japanese). Example: es.client.com pt.client.com ru.amdocs.com ja.amdocs.com How long does it take for Google to recognize these new subdomains? Would submitting an XML sitemap be helpful? If so how long can we see them pick up the site? What is the best way to check that your new subdomains are showing in each countries SERPs? Thanks for your help!

Matt Cutts says on this video that you can have the same content on different TLDs and there is no duplicate content for Google. Have someone try this experience? For example : same content on "mysite.fr" and "mysite.be". And for the visitors from Belgium, will they see into the SERPs "mysite.be" and for the visitors from France "mysite.fr"?
