Mobile Version showing up on Desktop - NoIndex it?

I had a little issue earlier where I found my client's mobile version of their website showing up in the SERPs on my desktop. I asked my programmer to get rid of it.
Programmer put a nofollow tag on the link to the mobile site (from the regular website). He also put a noIndex across the whole mobile version of the website.
So to double check, I should probably get rid of that noindex on the mobile website right? I think the nofollow should be enough... thoughts?

I would use rel="canonical" instead....

My url disappeared from Google but Search Console shows indexed. This url has been indexed for more than a year. Please help!
Super weird problem that I can't solve for last 5 hours. One of my urls: https://www.dcacar.com/lax-car-service.html Has been indexed for more than a year and also has an AMP version, few hours ago I realized that it had disappeared from serps. We were ranking on page 1 for several key terms. When I perform a search "site:dcacar.com " the url is no where to be found on all 5 pages. But when I check my Google Console it shows as indexed I requested to index again but nothing changed. All other 50 or so urls are not effected at all, this is the only url that has gone missing can someone solve this mystery for me please. Thanks a lot in advance.

Mobile ranking changes seem to be faster
I updated a page and the ranking of the page on mobile has already changed whereas on desktop it hasn't. Has anyone noticed that on mobile it takes less time to see changes than on desktop ?

No international targeting option showing in GWT?
Hi for some strange reason for one of our sites the international targeting option to select what country to target in GWT is not showing. Usually it shows up like this: http://s9.postimg.org/bkxkkrafi/screenshot_1672.jpg (this is a different site we have in GWT). But it shows up like this: http://s16.postimg.org/im1ysd5z8/screenshot_1673.jpg With no way to change country targeting. My permission level is set as: Owner and are verified. I am doing Manually configuration in new version of GTM as i have only few tags so just want to know if all tags successfully configured & I placed new GTM code on my website then google analytic will start reflecting data at same moment right, it will not take 24 hours right? Desktop & Mobile Sitemaps Covering The Same Ground - Any Benefit To Having Both?
If my URL structure is the same for the desktop and mobile experience, is there any benefit to creating a mobile sitemap, considering that the sitemap for our desktop site covers the same URLs?

Disallow: /wp-admin/
Disallow: /wp-includes/ so that shouldnt noindex any posts right? his site ranks for many kw's - but oddly none of his blog posts are anywhere to be found - i dont mean for a kw search - i mean for searching for the entire title he doesnt rank anywhere in first 5 pages for any of 6-7 posts i checked any idea what could cause this? thanks0 -
Mobile SEO vs. normal SEO?
Hi everyone, I wanted to ask you abour your opinon on mobile SEO. Do we already have two different Indices, one for mobile, one for desktop? Except a few mobile listings I don't see a difference yet. If yes, do I need to do special mobile SEO for my site or is it enough to have e.g. a responsive webdesign which detects the device and shows a different page? Are there any other extra Mobile SEO measures that should be considered? I know of the Mobile Sitemap and directories but is there anything else? Best regards

Mobile site version - Is it a duplication issue?
There is a blog www.blogname.com and someone creates 2 mobile versions: iphone.blogname.com mobile.blogname.com they are the perfect copy of www.blogname.com (articles, tags, links, etc etc) How Google will manage them?
