What is the best way to optimize website for more than one city?

This is my first post in the Moz Community and I have to say, it looks like an amazing place to learn - I am excited to be here.
My question is this. I have a client who would like to optimize his local business website so that is shows up in several different cities.
For example, he has an office in Ottawa, London and Woodstock. What would the best way to complete the on-page optimization so that Google knows this site is relevant for his service in any of these cities?
Is it just a matter of including each of these terms in the title, content and headings? Should I create additional website for each location? Create a resource page for each city on the main site?
Any suggestions would be greatly appreciated.

I agree with Miriam. I have had success with landing pages for different cities / countries with a few different clients.
Perhaps also try some inbound links from .ca for your canadian pages and .co.uk for your London city landing page.
I've used journalism.co.uk for this and it has worked quite well.

This is a good question. Google will consider the client's business as being most relevant to its city of location. So, if the business is physically located in Woodstock, its best chances of appearing in the local pack of results will relate to searches that either include the term 'woodstock' or stem from Woodstock-based devices.
Beyond this, the client can work towards organic visibility by the process of building high quality city landing pages for his other service cities. Let me give you a link here to a very large post I wrote about this very topic:

When optimizing for a keyword, what would be a good ratio for keyword diversity?
We all have primary keywords that we are optimizing for. For instance one of mine is "Video Conferencing Systems." I've read that you should have about 5-10 different keywords you should optimize for, however, would you want to create more links with your primary keyword than your other keywords or spread them out evenly and optimize for the primary keyword on in the actual content of the page?

New to SEO - Best Practice Example
I am new to the SEO world and I have been using the tools SEOMoz provides. I was doing some research and happen to find this website: http://www.futuresimple.com/lead-tracking-software/ I noticed that their sitemap does not contain all of the links that are located at the bottom of the page. Also when you click one of the page on the bottom that you are taken to a landing page and it forces you to their software page. Community feedback - do you think this is a good techique to do something like this or can you please provide me a some other good examples for a niche/smaller website? Thank you. Denny

How can I find all the outbound links from a website domain?
I want to find all the outbound links (basically whatever comes in <a>tag) from a domain (say www.abc.com) as well as all the subdomains under it (say abc.com/a etc). Open Site Explorer provides the inbound links from a website but does not provide any functionality to get all the outbound links from a website. Is it possible to do?</a> <a>Thanks in advance. So I ran into a site that was not ranking 4 days ago and has over 2 million links to it on some keywords. My guess is this is a link bomb, but the issue is this is pushing one of my sites down. Does anyone know a good way to over come a bomb like this?
So I ran http://www.riogrande.com/ into this site not that long ago and wanted to see if any other SEO's have an opinion on it. I've seen a Google bomb before, but the amount of links going into this URL is insane. The thing is how does one over come a Google Bomb? Do you just wait to see what Google does or do you just hope to rank under that URL? I should also note that it appears that all the keywords to it are relevant to the sites content. How many links to aquire from one IP until penalty?
My client has a small site with about 340 links pointing to it. About 60 of them stem from one domain, a directory listing that posts new entries on almost every single site of their domain. My question now is: This obviously isn't a really clever link profile. But I can live with that as long as it doesn't HURT rankings or attracts some kind of penalty. Is there a rule of thumb how many (maybe percentage) links can safely stem from one domain without getting penalized?
