Is there a paid link hierarchy?

It seems like the more I learn about my competition's links, the less I understand about the penalties associated with paid links. Martindale-hubbard (in my industry) basically sells links to every lawyer out there, but none of the websites with those links are penalized. I'm sure you all have services like that in your various industries. Granted, Martindale-hubbard is involved in the legal community and it's tied to Lexis Nexis, but any small amount of research would tell you that paid links are a part of their service.
Why does this company (and companies that use them) not get penalized? Did the penguin update just go after companies that got links from really seedy, foreign companies with gambling/porn/medication link profiles?
I keep reading on this forum and other places that paid links are bad, but it looks to me like there are fundamental differences in the penalties for paid links purchased from one company vs another. Is that the case or am I missing something?

Paid links are a tricky area, and there are a lot of loopholes.
If a company is straight up selling you a link for money, just to manipulate Google's rankings, then that's a definite no-no.
However, if you are paying for a service Martindale-Hubbard that also happens to include a link, that could be seen as ok. Many directories also get around this by charging you a "review fee" and not guaranteeing inclusion, therefore making the payment about the service rather than the actual link.
A good rule of thumb when evaluating links is to ask yourself "Would I still want this link, even if it had no impact on Google?" if the answer is yes, then it's probably a good link. Also, evaluate the site to make sure it is high quality and in Google's graces, i.e. does it have pagerank, are its pages indexed, do they link to spammy sites or only quality ones, etc.

It really depends... The big "no no's" are link farms charging for links to anywhere and anyone... The Martindale website looks fairly reputable and specific to your industry and if you look at the Moz rating the DA is 89 again highlighting it's a reputable site.
My advice would be, if you're paying for a profile (rather than just a link) on a reputable site specific to your industry you should be OK. As well as the SEO benefit you will also see traffic from the site itself if they have the user base!

Disappearing Links Black Hat ?
I have seen reports of Black hat spamming with dodgy links but we have another issue with a clients site. The site had a small number of solid following links about 60 which had been in place for years and in the past few weeks all but those directly under their control have ceased to link. At the same time a very aggressive competitor has entered their market which is owned by the officers of an SEO company. Could it be that they have somehow disavowed the links to the site to damage it how do we find out? there are now just 10 following links?

How to deal with link echoes of former hacked websites?
Hi all, I'd know which is the best way to deal with link echoes of former hacked websites that Webmaster tool reports. to clarify: when you download the backlink report from Webmaster tool you'll have a list of backlinks discovered, but if you follow one of those links you will see that on that page there is no link to your website. the source code is also clean, no hidden links or other dodgy technique. Since that the topic is usually miles away from my industry I have to assume at some point that site has been hacked by a spammer who placed that backlink. In this case what should I do? Ignore it, disavow the domain or what? Moreover, which is the best procedure when you have to face a site which points a lot of backlinks from only its sub-domains? For example: this dodgy spammy website : http://px949z32.com/ is apparently a desert, but when you do site:http://px949z32.com/ you'll discover 55,200 results! Would be it be enough to just disavow the root domain http://px949z32.com/?

As I don't want to wait too long before taking any action, my plan is to disavow all those domains without any mercy, although I can't find a current backlink in one of their pages. I will do this, as at the minute my concern is they will be hacked again and I have to face the same issue again and again Thanks to all, P.0 -
Are Links from blogs with person using keyword anchor text a Penguin 2.0 issue?
Hello, I am continuing a complete clean up of a clients link profile and would like to know if Penguin is against links from blogs with the user including keywords as anchor text? So far I have been attempting to get them removed before I go for a disavow. An example would be the work clothing comment at the bottom of: http://www.fashionstyleyou.co.uk/beat-the-caffeine-rush.html/comment-page-1 I am also questioning if we should keep any link directories, so far I have been ruthless, but worry I will be losing a hell of a lot of links. href="#" and href="javascript.void()" links. Is there a difference SEO wise?
I am currently working a site re-design and we are looking at if href="#" and href="javascript.void()" have an impact on the site? We were initially looking at getting the links per page down but I am thinking that rel=nofollow is the best method for this. Anyone had any experience with this? Thanks in advanced

Negative SEO impacting client rankings - How to combat negative linking?
I have a client which have been losing rankings for the key term "sell gold" in Google AU. However, while doing some investigating I realized that we have been receiving links from bad neighborhoods such as porn, bogus .edu sites as well as some pharmaceutical sites. We have identified this as negative SEO and have moved forward to disavow the links in Google. However, I would like to know what other measures can be taken to combat this type of negative SEO linking? Any suggestions would be appreciated!

Why is Google not punishing paid links as it says it will?
I've recently started working with a travel company - and finding the general link building side of the business quite difficult. I had a call from an SEO firm the other day offering their services, and stating that they had worked with a competitor of ours and delivered some very good results. I checked the competitors rankings, PR, link profile, and indeed, the results were quite impressive. However, the link profile pointed to one thing, that was incredibly obvious. They had purchased a large amount of sidebar text links from powerful blogs in the travel sector. Its painfully obvious what has happened, yet they still rank very highly for a lot of key terms. Why don't Google do something about this? They aren't the only company in this sector doing this, but it just seems pointless for white hats trying to do things properly, then those with the dollar in their pockets just buy success in the SERPS. Auto-link inside your own site to the same domain is white-hat?
Hi, I am using a plugin in wordpress that make auto link for some certain keywords in my site suppose: My site is example.com My important keyword is: sample and across the domain example.com through out the content if there is the word: sample it is linked automatically to example.com I like your opinion about this practice, if it may carry any kind of punishment by SEs?
