Better to Remove Toxic/Low Quality Links Before Building New High Quality Links?

Recently an SEO audit from a reputable SEO firm identified almost 50% of the incoming links to my site as toxic, 40% suspicious and 5% of good quality. The SEO firm believes it imperative to remove links from the toxic domains.
Should I remove toxic links before building new one? Or should we first work on building new links before removing the toxic ones?
My site only has 442 subdomains with links pointing to it. I am concerned that there may be a drop in ranking if links from the toxic domains are removed before new quality ones are in place.
For a bit of background my site has a MOZ Domain authority of 27, a Moz page authority of 38. It receives about 4,000 unique visitors per month through organic search. About 150 subdomains that link to my site have a Majestic SEO citation flow of zero and a Majestic SEO trust flow of zero. They are pretty low quality. However I don't know if I am better off removing them first or building new quality links before I disavow more than a third of the links to the site.
Any ideas?

It's difficult to say whether these links are helping or hindering at the moment - by the sounds of it the report the SEO agency ran was a Link Detox report and the results are purely automated, while I have a lot of faith in the tools from LRT I wouldn't be 100% confident with the results as some of the links may be giving a false positive... however you will most likely be talking about a small change ratios.
Ultimately there is a potential problem if you haven't received a warning yet, so I would look to remove as many of these links as possible - as soon as possible.

If you say a lot of the links have a Majestic SEO citation flow of zero and a Majestic SEO trust flow of zero. Then I would not be worried about removing these links affecting your Da or Pa. They have zero trust flow.
I would def. get rid of sites you think are giving you a penalty. If you need a site review to remove a manual penalty, They will be wanting to see that you made an effort to clean up the bad link profile, not just added some new links.
As well if your site is under a manual penalty, then the new links you build may not be allowed to flow trust fully to your credit.
I would spend a few weeks cleaning up bad links than after that split the time half and half building new high quality links and removing the bad ones.

I think it really does not matter but personally I would focus on cleaning up your link profile then focus on your quality content to gain natural links and social shares.
You can reach out to other web masters to achieve links but honestly (if you have a manual penalty) I would be focusing my time and efforts on getting the penalty lifted first.

Hi, Recently, we have migrated our website from http:// to https://. Now, every URL is in https:// and we have used 301 permanent redirection for redirecting OLD URL's to New Ones. We have planned to include http:// link in og:url instead of https:// due to some social share issues we are facing. Remove a page after redirection
Hi, I had page eg. www.example.com/page1 and I redirect 302 it to > www.example.com/page2 After that I fatch this page (page2) with GSC and this page was index in serp. Can I remove this old redirect page > www.example.com/page1 now? Will this remove harm my page?

Are links still considered reciprocal if the link from one website is rel="nofollow" and the other isnt ?
Im working on a site that has some press coverage due in the next couple of days from quite a big site in the niche. The press outlet has requested that we link back to the content they post about us, they said the link can be rel="nofollow" if we'd prefer. Id really like to get the full benefit of the link back to our website, obviously if i did a straight link back to the 3rd party press site the links would be reciprocal and cancel each other out in terms of "link juice", but i was wandering if we make our link back to the 3rd party rel="nofollow" will we still get the full benefit of their link to us in terms of link juice ? ie. having the link back to them, but nofollow wouldn't been seen as a reciprocal link. ? (Obviously either way there is still benefit of having the link even if it reciprocal as it will send traffic to our site, but just no "link juice") Note - Ive used the phrase"Link Juice" for lack of a better term, any ideas on how else to refer to this ?

Need advice on search listings and link building
Search results on my keyword (engraved wedding glasses) produces several pages of linked domains. (My domain is giftthings.net) Some are good. And admittedly, some are not so good. My question then is simply, why does seomoz link analysis show such a small number of links? And the second part of my question is, "Is there some sort of "magic number", some sort of thresh hold that triggers Google's interest? With a link list that is small but growing, am I missing something in my concern that I'm not moving up in the search listings? I've written a few articles, continuing my work on link building but I remain buried in the search results.

Expired Domain - http:// or www
I have an old domain - When i use the link explorer i get way more juice out of the www version of my domain. I will be using wordpress to set up a new domain with the same name . My question is - How do I make it proper for seo? Do i just change the http:// to www in wordpress and be done with it? Does it even matter (thinking it does)

Remove Links or 301
Howdy Guys, Our main site has been hit pretty hard by penguin and we are just wondering what steps we should now take. For the past 2 months we have been working through our back link profile removing spammy / un-natural links, we have documented everything in a spreadsheet... We recently submitted a reconsideration request to Google and they have now responded saying we still have bad links. I'm just wondering would be it easier just to 301 redirect our site to another TLD we have for our main site? Or Do we keep working through our links 1 by 1 and removing them? Has anyone had any success in 301ing? Thanks, Scott

Does the Referral Traffic from a Link Influence the SEO Value of that Link?
If a link exists, and nobody clicks on it, could it still be valuable for SEO? Say I have 1000 links on 500 sites with Domain Authority ranging from 35 to 80. Let's pretend that 900 of those links generate referral traffic. Let's assume that the remaining 100 links are spread between 10 domains of the 500, but nobody ever clicks on them. Are they still valuable? Should an SEO seek to earn more links like those, even though they don't earn referral traffic?
