Google contradictory communications about manual action being applied

Hello,
we received a manual action (partial match) for pure spam for a site of ours. The date is not sure, because we didn't receive any notification in mail or inside Google Webmaster Tools dashboard, so all we can say for sure is that we noticed that the manual action page wasn't empty anymore in 10/03/2013.Some context: our Google traffic got a big hit on 07/20/2013, losing around 60% out of 250k visits per day. At first we thought it was an algorithmic penalisation related to Panda update. It already happened a few times in the past: losing part of Google traffic and having it back usually a couple of months after, often even better than before.
We were really surprised at first to be deemed as pure spam given that the domain is ours since it was created 7 years ago, that we have never employed black hat techniques and that our efforts were always put into building valuable pages for users instead of using spam techniques to deceive them. But after noticing the manual action, we obviously thought that this was the actual reason for our traffic sudden drop.
So we tried to figure out from the 4 URLs that Google reported as examples of the pure spam affected pages, what issues on our site could have been misinterpreted for pure spam. We also checked all the webmaster guidelines and fixed the issues we thought we could not be fully compliant with. All this process lasted for 3 months, after which we submitted our reconsideration request on 12/16/2013.
On 01/07/2013 we got the following answer:We've reviewed your site and found no manual actions by the webspam team that would directly affect your site's ranking in Google's search results. You can use the Manual Actions page in Webmaster Tools to view actions currently applied to your site.
Of course, there may be other issues with your site that could affect its ranking. Google determines the order of search results using a series of computer programs known as algorithms. We make hundreds of changes to our search algorithms each year, and we employ more than 200 different signals when ranking pages. As our algorithms change and as the web (including your site) changes, some fluctuation in ranking will happen from time to time as we make updates to present the best results to our users.
If your site isn't appearing in Google search results, or if it's performing more poorly than it once did, check out our Help Center to identify and fix potential causes of the problem.Now we are really puzzled because Google is saying 2 opposite things: We still have a pure spam manual action, and we don't have a manual action (as per their newest response to our reconsideration request).
We could find online a few cases somehow similar to our own, with Google apparently giving contradictory communications about manual actions, but none of them helped to build a clear explanation.I don't want to enter into the merits of the reasons of the penalisation or whether it was or wasn't deserved, but rather knowing if anyone had the same experience or has any guess on what happened.
What we could think of is some bug or problem related to synching between different pieces of Google but still, after some days, the manual action notice is always there on Google Webmaster Tools and nothing changed in our traffic.We are now thinking about sending a second reconsideration request asking to update our Google Webmaster Tools manual actions page accordingly to our current actual status.

Sorry, I'm completely confused - you said that there's no notice of a manual action in Google Webmaster Tools, but the manual action page isn't empty and Google is giving you examples of URLs? If the page isn't empty, then you have a notice of manual action. I think I'm missing something. Did the message come and go in GWT?

Sounds like it is a bug/mistake on their part. I agree with sending a second RR and mentioning the discrepancy between your GWT message and previous RR response. If they send back the same thing (no penalty yet GWT still shows the penalty), I would post to the Google Webmaster Forums with screenshots and hope a Google rep responds.
However, there is probably something going on with your site if traffic dropped so precipitously and you received a message in GWT. I would review the links in the GWT report as well as OSE and look for any possible issues.

That story sounds a lot like an algorithmic penalty and not a manual one. I've heard of people receiving manual action messages as a mistake or with a similar story to yours, maybe a Google slip-up?
I'd take a good, hard look at your website from a neutral perspective. Take your bias out of it, regardless if you think you're a company that's only ever done white-hat SEO techniques. Are pages "really" meant for users? Is there information you could probably remove that's "unnecessary" or "duplicate"?
If you have to, hire someone to do this in a consultant role. It'd probably pay off in the long run. Good luck!

What are the Google guidelines on embedding a review summary?
We have a enterprise (well known brand) client who is asking about the Google guidelines on embedding reviews from a 3rd party website(s). Essentially the client wants a "summary" of reviews on their landing pages. We are well aware that the Google best practices do not permit structured data for curated reviews. Google+ Page Question
Just started some work for a new client, I created a Google+ page and a connected YouTube page, then proceeded to claim a listing for them on google places for business which automatically created another Google+ page for the business listing. What do I do in this situation? Do I delete the YouTube page and Google+ page that I originally made and then recreate them using the Google+ page that was automatically created or do I just keep both pages going? If the latter is the case, do I use the same information to populate both pages and post the same content to both pages? That doesn't seem like it would be efficient or the right way to go about handling this but I could be wrong.

Google Manual Penalty - Unnatural Links FROM My Site - Where?
Hi Mozzers, I've just received a manual penalty for one of my websites. The penalty is for 'unnatural links from my site which I find disturbing because I can't see that anything really wrong with it. The website is www.lighting-tips.co.uk - its a pretty new blog (only 6-7 posts) and whilst I've allowed guest posting I'm being very careful that the content is relevant and good quality. I'm only allowing 1 - 2 links and very few with proper anchor text so I'm wondering what has been done so wrong that I'm getting this manual penalty? Am I missing something here? Thanks in advance. Will Google View Using Google Translate As Duplicate?
If I have a page in English, which exist on 100 other websites, we have a case where my website has duplicate content. What if I use Google Translate to translate the page from English to Japanese, as the only website doing this translation will my page get credit for producing original content? Or, will Google view my page as duplicate content, because Google can tell it is translated from an original English page, which runs on 100+ different websites, since Google Translate is Google's own software?

Quantity or quality in Google+ authorship?
Hi folks, here goes a (hopefully) easy one for the local authorship gurus. For our blog content strategy we currently have two inhouse contributors. Both have decent Google+ profiles and one is in the process of really establishing authorship/influence by submitting guest posts to several industry sites, sharing content in Google+, engaging in conversations in twitter, etc. Posts by this latter contributor already rank page 1 for the main keywords. We now have a new content contributor who is a retired employee from the company and a good friend. He has written excellent content that will be published in our blog in the coming few months. He does not have a Google+ profile but he can have one if we ask him to, but he is not going to use it for anything other than writting on our blog. He does not mind having his content published under any of our current Google+ profiles. Question: should we include this new content under our current profiles or should we create a new Google+ profile for this new contributor knowing that it will be an 'empty' profile? Blocked from google
Hi, i used to get a lot of trafic from google but sudantly there was a problem with the website and it seams to be blocked. We are also in the middle of changing the root domain because we are making a new webpage, i have looked at the webmaster tools and corrected al the errors but the page is still not visible in google. I have also orderd a new crawl. Anyone have any trics? do i loose a lot when i move the domainname, or is this a good thing in this mater? What About Google Panda Update 22?
Maybe I haven't found the threads or whatever but I haven't seen lots of posts about the latest Google Panda update from November 21-22 on SEOmoz. Panda 22 is not even listed here: http://www.seomoz.org/google-algorithm-change Until November 21st, Google killed 3 of 5 websites I own through their Panda updates (never got hit by Penguin updates as I got only original content), accounting for about 25% of my income. Fortunately, the 2 remaining websites gained more traffic throughout the summer of 2012 so my income almost got back to 100% even though I got the "Unnatural Links" warning in Google Webmaster Tools in July. Since then, I did a huge link cleanup and according to the Link Detox Tool (from another SEO service), the number of "toxic links" went from about 350 to 50. Back link reports is as follow: 8% (52) Toxic Links; 57% (382) Suspicious Links; 35% (235) Healthy Links; Out of the 382 suspicious, most of them are coming from the same domain and they are all directories to which my website has been submitted automatically (not using any specific keyword anchor). On the opposite, healthy links are coming from different domains so I like to think they have a stronger impact than suspicious links. That said, my two remaining websites were still doing well until November 21 where it got hit by the Panda. Now traffic has dropped by 55% and income has dropped by 75% (yes I'll have to look for a job within a year if I don't fix this). (I want to add that none of my websites are "thin websites". One has over 1500 pages of content and the other has about 500 pages. All websites have content added 3 to 5 times a week.) What I don't get is that all my "money keywords" are still ranked in the top 10 results on Google according to multiple tools / services I use, yet the impressions dropped from 50% to 75% for those keywords?!? I have a feeling that this time it's not only a drop in ranking. There's a drop in impressions caused by something else. Is it caused by emphasis on local search? Are they showing more ads and less organic results? But here's the "funny part": For the last 5 years, I was never able to advertise my website on Google Adwords. Each time, I got a quality score of about 4/10 only to see it drop to 1/10 within a few hours of launching the campaign. On November 22nd, I build new PPC campaigns based on the exact same PPC campaigns I had the past (same keywords, same ads, same landing pages). Guess what? Now the quality score is between 7/10 and 10/10 (most of them have 10/10) for the exact same PPC campaign! What a "coincidence" huh?

Google Translate for Unique Content
