How does google choose the local searches?

In a larger city (london for example) when there are dozens of one specific industry, how does Google choose who to show in their local results?
For example if I type "solicitor london" it shows me 7 local results, but I know there are far more than 7 solicitors in London. Do they change as frequently as the rest of the serps or is there something you can do to ensure you get in that local search?
Added to this, does being part of a chain/franchise make a difference?
Help/thoughts/advice would be appreciated.

Good question! Just like in organic search, there are several hundred factors that go into determining Google's local rankings. No one but a few people at Google actually know what these factors are, but Local SEOs have been able to pin some of the most evident factors down.
Since 2008, David Mihm has held an annual industry survey to determine expert opinion on what the top local ranking factors are. Here is the 2013 edition of this survey:

As Gary said there are many factors included in local search such as the optimization of that page, natural ranking, local citations, etc. If you want to see how you are doing, click the "Map results for solicitor london" link under the 7 pack and go to "list all results." This should be your rankings for local.

Here is one way to see where sites rank naturally without the local listings
https://www.google.co.uk/search?q=solicitor+london&num=10&start=1 This link will exclude the very first result (whoever ranks #1), I have not found another way to do this.Once you have determined who ranks naturally and who ranks for local, you can start to figure out what is going on.
It all comes down to optimization of your local page and citations from various places and a trust level from your domain including quality score.There are some great people in here that can explain in depth about how to optimize your local business page so that you get a top 7 position

Local Recreational Marijuana Dispensaries Disappearing from Google Maps when Plurals used.
This is the second time I have posted this question and never got a satisfactory result. I have an SEO client in Tacoma Wa and when you type (Dispensaries Near Tacoma they are in the Top 3 snack pack and the Google maps shows 20 other similar businesses. However, when you search (Dispensary Near Tacoma) only 3 or 5 recreational marijuana shops show up and my client disappears. Someone earlier suggested it could be because of the categories selection, but that can't affect ALL the other shops and like I said it happens in other cities. for example Dispensary Near Olympia vs Dispensaries Near Olympia. Google My Business Shared Address Problem
Hi, I have an issue. Our organization shares a church with another organization. Years ago they claimed the address. They have their Google Business category set up as "Religious Organization". About 6 months ago we started sharing the same church with them. We are a total different organization. We now have a verified listing (same address but with STE 100 in it) with the main category being "Church". There are a few issues I am seeing: When doing a search for our address, the icon is the default one, whereas all the other churches in the area show the church icon. Is this because they claimed the original address as "Religious Organization" and because we only have STE 100, even though labeled as Church, Google doesn't see it that way? If you search for the location + church, neither of our organizations show, even after 6 months. They only show if you search for the organization name or address. Could this be because Google doesn't consider this address (therefore both of us) as a church and doesn't show it? Here is our Google local listing and the one we share with. Local Listing - Service Business with Three Areas Served
A client of mine owns a business that is a service (i.e. they do not have a storefront). They service three major markets - Atlanta, GA; Charlotte, NC; Nashville, TN. When talking to the Google My Business team, they said we needed to set up only one listing based on where we were headquartered (which is Atlanta) and then list that we service the other markets so that it shows in the listing. So we have one business listing set up as a service but headquartered in Atlanta and show the service area as Atlanta, Nashville and Charlotte. Does this seem correct? There is a lot of competition for them so looking to boost local search as much as possible. Thanks!

Scoot local links
I've been approached from Scoot trying to sell me their local directory links.

Its a one-off price of around £80 to be listed on all of their 500+ directories and £20 a month to be able to do any changes and to keep the web links active.

Google Plus Pages for Doctors, SUPER confusing..help!
Hi Moz community, I carefully reviewed all info I could find and still cannot figure how to make this work. I am working for a medical practice that has 4 different office locations in my county. There are also 5-6 doctors and all of the doctors MOVE throughout the week from location to location. I know (from reading Google's exact guidelines) that they suggest creating a page for the doctor using only their name in addition to creating a page for each location. How do I set those doctor pages up? What location do I use? What contact info is okay to use etc? Super lost. Thanks all! Ricky

Why does Google only display a 3 pack of local business results for some terms?
We have seen a pattern in the Google UK SERPS where only three local listings are triggered for a query although they have a more local results to show but chose to only show three: Anyone else seen this? Anyone know why? Is there a magic number for them to trigger a six pack, does the data set they pull from need to be larger for them to trigger more local listings. Local link building
Hi, I am looking to ask for peoples experience on getting local links and the best and most successful approaches made. Let's say we have a local sports physiotherapist and wants to engage with local sports clubs, running clubs, etc.. What are the best methods for an agency to deploy to try and build relationships and links. Our client may have treated some of the local sports club members but as an agency we may not have the specifics. What success have Marketing agencies got with emails, telephone, site visits etc in order to assist with building good quality relevant links. What success do you have with offering discounts to build links or promoting competitions and offering guest blogging at a local level. Are there other tactics, such as linkedIn or engaing on other social channels. It would be nice to find out others experiences what ever the business sector for building local links. Google Places & Google My Business
Hoping a local biz expert can help ... So all these Google business listing solutions are confusing me. I have Google Places and had been told for several months I would have a new dashboard. I assume I have it now because the interface is different now when I log in. I've noticed missing pictures, descriptions from some of our 70 locations, but so far that's it. But I also see a recommendation for Google My Business. Am I supposed to migrate over there or am I fine where I am. I just want a place to manage my G+ business pages. Thanks!
