Wrong page ranking for keyword.

I have a page i'm trying to rank for certain keywords around "emergency vet clinic" the page is domain.com/emergency-vet-care but my home page is the one that is ranking better and better. How can I get the other page to rank for e.g. "emergency vet care" , "emergency animal care" and the main page to rank for just regular vet care?
My on page looks pretty good. I've also taken out most references to emergency care on the main home page except for the one link to it.

I would try to figure out why the home page is ranking so well for that keyword. There must be something else within your content that's boosting it…it can't be just the one link (which I assume is in your navigation, so don't remove that). I would use the page grader tool to compare the keyword phrase with your home page and find out what is making the page rank for that. If you have already taken out what is making the page rank for the keyword, it may just take time to catch up in the SERPs.
From there, I would continue to improve the content and internal linking around the page that you do want ranked for your keyword. Like stated above, utilizing social media and your blog is a good way to gain some web presence. The press release and back link thing…don't waste your time or energy.
Is the page new? That may also be a factor. Also, is your home page ranking for what you are targeting on there?

Get writing a bunch of content, push it out on social media, write a press release, try and gain some natural backlinks the best way you can, do you have a company blog? If so write an article about your Emergency vet Care and link it to your new page.
Basically your new page needs link juice, but also that keyword may have always been pointing to your homepage so your new landing page may just need a little bit of time before Google recognises the new page as being the more relevant page.

You may as well delete even than one time you mention emergency in the home page. If you have links pointing to the home page with the world emergency (internal links) it's best to either remove them or change them.
Then ensure that you have links from other locations, internally and externally that point with the keywords 'emergency vet care' and 'emergency animal care' as anchor links.

Ranking Tracker-"Sorry But This Page Inaccessible". ERROR
When I try to use the on page grader and enter my URL, an error message appears stating: "Sorry But This Page Inaccessible". The URL is http://www.nyc-officespace-leader.com/commercial-space/office-space and it works fine when I enter it on my browser. Any page from this domain generates this error. Is there a bug with this tool? How would I go about tracking ranking on various keywords? I see it is possible to tag keywords, and I have done so for about 250. Is my copy too keyword rich?

Trying to avoid Keyword Cannibalization
I have a navigation menu at the top of my page with drop down menus that lead to different pages of my web site. Very typical navigation. If I have a page that is optimized for a particular keyword, lets say "Awesome Blue Widgets", do I want to remove that link from the navigation menu on the page awesome-blue-widgets.htm since the link uses the keyword phrase "Awesome Blue Widgets'?

Keyword variations
I have a question about keyword variations. To be specific, let's say "blue upside down cars" has low competition but fairly low traffic. However, the shortened variation "upside down cars" has low competition but extremely high traffic. Can I double my bet by going ahead and using "blue upside down cars" whereby in some instances Google would refer traffic based on the entire keyword, but it would also refer traffic based on the the last part of the keyword which has the higher traffic ("upside down cars"). In this case, we would optimize around "blue upside down cars" with hopes of getting traffic for both keywords (the long tail and longer tail). Is there any reason not to pursue this strategy? I hope I made sense!
