Metrics to measure the quality of content?

When trying to decide what is low quality content, page views & bounce rate are the main indicators I use for pages already on site.
But, how do you measure the quality of content that you are trying to produce? Is it entirely subjective?

Usually the way I go about this is checking to see if the content is duplicate or not. And then check to see if the content is long enough.
Pages with low content and duplicate content are starting to get dinged pretty hard by the new Panda update. So I would check out the length of the content and whether its duplicate or not.

Should cornerstone content have 3,500 words? Does Google discern words from the main text and from the references?
Is it true that cornerstone content should have at least 3,500 words? I've done some research and found that the recommended amount is between 2K-10k. Also, the content that we create/publish has a lot of references/citations at the end of each article. Does Google discern words from the main text and from the references? Meaning should I count references as part of the word count? Thanks for the help!

Duplicate Content In Webmaster Tools
In wordpress on some of our blogs when we have gone to publish them wordpress has shortened the url. In Google webmaster tools the orignal url is coming up as a 404 error. This url is not indexed in Google. Is this something to worry about and can this be avoided? Thank you in advance.

Can having similar content on my company's two sites hurt our rankings?
We have a very successful website that has been up for a number of years (www.comellaortho.com). We rank high in the natural rankings for that site. A few months ago, we started seeing patients in another nearby city. I purchased a new domain name, www.dansvilleortho.com, and had our web company duplicate the website under the new domain name. The reality is that the content on these two sites are nearly identical. Some of the pages are different; for example, there are fewer pages on the new site. But the pages that do exist are nearly identical. My question is: Can having similar content on my company's two sites hurt our rankings? Based on what I've read thus far, I believe the answer is "Yes". However, I'm curious how bad this may hurt us. I'm not as worried about the new site (dansvilleortho.com) because our competition in that city is slim to none. But I AM worried about harming the original site/business (comellaortho.com). Which site(s) rankings may be affected by this, and if so, how bad? Thank you.

Sourcing content and images for Office Interior Design Blog
Im currently building a blog on Wordpress, and I will be blogging about Office Interior Designs. When I look at my competition they have some great blog posts about office interior designs and I have no idea about how they get: a) The ideas to blog about, how do they find out about these office interior designs b) how they get the content for them, how do they know what to write about each one, do they need permission etc, c) if i am interested in doing a blog on the same office interior design as them, how can I get information )and permission from the company that done the office interior design) on the office interior design so i can blog about it and also how do i get the images and stuff. an example is http://www.officedesignblog.com/invensys-rail-office-concept/726/ I would like to cover this aswell, as i think my future readers would like to know about this. how did they get the images, and the information about the project so they could write a blog post about it? Forum Site: Content Value Post Panda
I run a forum website built on Wordpress. We're about two years old. The theme of the site is a directory of attorneys, with each directory listing having its own blog account on our site. Through this platform, we receive 75-80 blog posts now every month of varying quality from our users. QUESTION: A good number of the blogs published on our site are also published on the attorney's law firm site as well (they're syndicating on our site). Will this hurt our site in light of Panda? A lot of the syndicated content is very well written and insightful. By contrast, Will non-syndicated but average to below average posts hurt our site? The authors almost always link back to their firm site. Would love some feedback on whether we should be happy about the syndicated content or whether we should potentially ban it?
