SEO Audit for a National Section of a Global Website

Hello Moz Community,
Very recently I've started working with a national branch of a global company. The way they have their website set up is that you must pick one of the National branches from the main home page. From there, you'll get content related to that country (I'm in a Canada, so naturally, I'm working on the Canadian side).
The question I have is more from a URL structure. Because I can only make any influence for the national side, would it make sense to put it on its own subdomain or is this older SEO thinking?
Example:
Currently: reallylongdomain.com/global/ca/pages/page-title.aspx
Recommended: canada.reallylongdomain.com/page-titleThanks,

That's what I thought but I wanted to double-check with the community.

Whenever you use a subdomain, it's pretty much seen as a separate site. So, while the main domain's Domain Authority will help the subdomain a bit, it's going to be more "powerful" if that content is in a folder or directory on the main domain.
Also, if the content is currently in a directory on the domain currently (rather than being on a subdomain), I would generally not move it to a subdomain.

Deleting Website Section, Preserve Links with 301?
HI Mozers! I have a client who is deleting their community section of their website because they have little activity. I know there are some inbound links going the the community section. If I 301 redirect those links to the homepage instead, will that still preserve the SEO credit of the link -OR-is Google smart enough to know it's redirecting the the homepage and kill the link love? My initial thoughts are that Google will see that it's being redirected to the homepage and not count the link anymore, but I'm just guessing. Any ideas? Anyone have any experience in something like this?

Frames and SEO
In the old days frames were a problem because they could end up being orphaned pages that get indexed and appear in the SERPS but had to navigation so they were useless. Are frames still a problem with Google and if so what are the suggested solutions?

Need bullet points for a new website on what to do for SEO

Critique My Site For SEO
Hi Everyone, I was wondering if someone might critique my site and let me know what you think. I've done pretty much everything I know to do proper seo for my site. I'd love to hear some critiques about what I am doing wrong. I'm not sure if my titles are okay, being that they are similar amongst pages. The other thing is that for all the javascript buttons on the top I have no followed them since they don't have any anchor text. The way google will crawl my page is through the links in the footer. I was thinking of moving them throughout the body of the page since I hear google isn't giving as much weight to footer links. I also wanted to hear what you think about putting a blog on my site and updating with fresh content as opposed to creating a separate blog and then linking back to my website with anchor text. Website Restructure - Good or Bad for SEO?
Due to the fact that we aren't in the #1 position, (dropped from #5 to page 2 - You have to love Devs and IT), our heads have hired a SEO Audit/Consultant company to review everything we are doing. I would like to post some of the things they are telling us to do, in which I don't 100% agree with and would like some other professional feedback. Especially since their site isn't marketed very well. http://www.trupanionpetinsurance.com Disclaimer: (this site was a complete nightmare when I started a year and a half ago. Yes, there are many issues that still need to be addressed.) Website Restructure I agree we totally need to restructure our website. I have no idea what the previous SEO guy was thinking. The new SEO company is telling us that the structure is a big part of SEO. I don't believe so, but besides a little loss in 301 juice, is there any other downfalls? Are there any real benefits?
