New Website & DA Score

We are preparing to build a new website for a branch of our company. According to Neil Patel (whom I highly respect) our DA should come in around 30 (categorizing us as a startup, see chart below).
So I ask: Why do our current sites DA Score below 30? (20 & 29 respectively)
Our sites were redesigned in 2013 and are responsive, pass the Google Mobile Friendly test and I've improved load speed by over 25% by compressing images.
I have used Moz as guidance for 10 months on both 7 + yo sites, HP.com is 14 yo, our pages score in the high 90's and I have disavowed bad backlinks for 6 months (now only every other month). I thought we would be in or close to the 50 range by 2017 after a solid year of improvements, but I don't see that happening. Our scores go up a point or two, then back down, we have floundered 2 points either way for 10 months.
Most important question: What do I do now to raise our DA?
Lastly, my plan is to take all the lessons learned from the past years and apply it to the new site, measure the success and then redesign the other two sites in accordance to the new model. But that may be a year away.

| 91-100 | Rare. These sites are household names — Wikipedia, Facebook, New York Times, etc. Your site will probably never attain this level. Hi Kevin! I just want to confirm that DA is a link metric—it's almost entirely based on your backlink profile. The best way to bring it up is to build high-quality links.

While DA is important, I've seen more a correlation with DA and backlinks than I have DA and SEO. I have a site that I've increased the overall SEO by leaps and bounds, removing about 1,000 pages of junk products and useless content pages that could easily been merged into epic category content pages.
I mean I overhauled this site to the T. What did I see in the process? A loss in DA by about 15 points, in the end the culprit? Backlinks, in that time we had the EPA.gov remove a backlink while they redesigned the page themselves, as well lost a few other backlinks from directories that bit the dust and articles that either were removed or some other issue that resulted in backlink loss. Mind you, the SEO and even organic traffic increased in this time period alongside conversation rates.
I think DA might be going the same way pagerank went, since in SEO, there isn't one or even 2 issues that spell success, it's over 9,000.
I also feel, rankbrain will continue to make fools out of us all in the coming years, as it learns and enacts new practices through better optimization and user query intake.

Tools necessary for a Technical Audit of website with penalties and needs remediation? I am being tested for a job interview to prove and/or disprove a website has issues. I am familiar with Moz tools but I'm not sure of the procedure for this request? I am not finding anything online. The client will be giving a website and I will be doing this audit. What tools would you use? What exactly should I be looking for? What are some obvious fixes? WHERE CAN I LEARN MORE?

Site Not Indexing & SEOMoz Reporting ZERO On-Page Report Crawls
Any help on this would be MUCH appreciated. One of my sites, aironeairsolutionsinc.com, has recently been rebuilt and the pages tweaked for some basic optimization. Based on my experience, those tweaks (geared toward keywords with relatively low competition locally) usually bump my local sites up into the top 20 or 30 at worst. 3 weeks later, it seems my site is still not indexing with Google. In addition, I AM NOTICING THAT THE ON PAGE REPORTS IN SEO MOZ ARE NOT REGISTERING THAT ANY PAGES ARE BEING CRAWLED. Again, any help from Moz staff would be awesome! :} Thanks, Ricky

New to the SEO game
Hello everyone! I am fairly new to this SEO game and it all seems a little overwelming. Let me tell you a little about my experience. I have been trying for a couple years to get the ranking up on my LawnAide site and it seems at times that I keep spinning my wheels. Ive been doing blogs getting links with high ranking sites and all the other stuff. But on the local search there are still smaller companies which lower ranking sites performing better that mine. This gets very frustrating. Is there any advise out there?

How to download an entire Website (HTML only), ready to rehost
Hi all, I work for a large retail brand and we have lots of counterfeit sites ranking for our products. Our legal team seizes the websites from the owners who then setup more counterfeit sites and so forth. As soon as we seize control of a website, the site content is deleted and subsequently it falls out of the SERPs to be immediately replaced by the next lot of counterfeit sites. I need to be able to download a copy of the site before it is seized, so that once I have control of it I can put the content back and hopefully quickly regain the SERPs (with an additional 'counterfeit site' notice superimposed on that page in JS). Does anyone know or can recommend good software to be able to download an entire website, so that it can be easily rehosted? I got a long list of URLs indicating Content that is identical (or nearly identical) to content on other pages of your site forces your pages to unnecessarily compete with each other for rankings.
