Site Not Rankings After a Few Months

I have a client site that I am beating my head against the wall for right now. Three months into a 100% white hat campaign, we can't get him ranking in the top 150. Here's the cliffsnotes:
- Built a new wordpress website
- All on page SEO has been done and score an A+ for his primary kws
- Robots.txt is setup correctly
- .htaccess is setup correctly
- new domain
- multiple 95 DA, 50 PA links from reputable, national sites.
- Yext Local listings
- SSL, CDN, Speed optimized
- Has 19 pages indexed by Google
- Posting one blog a week for him
Granted his primary keyword is a hyper competitive kw, but still, I've been doing this for 8 years and never seen a guy be stuck on the 16th page for so long for the sort of links we are building him. I'm genuinely stumped here and could use some help.

So David was kind enough to look at the site and found some potential issues. In short, the home page had 57 heading tags which is excessive, there are some heading tags missing from some interior pages and there's a few pages that should be no indexed that aren't
I'm going to fix all of these, give it some time and see if this fixes the issues. I'll keep this thread updated.

SEO Company wants to rebuild site
Hello Community, I am a designer and web developer and I mostly work with squarespace. Squarespace has SEO best practices built into the platform, as well as developer modes for inserting custom code when necessary. I recently built a beautiful website for a Hail Repair Company and referred them to several companies to help them with SEO and paid search. Several of these companies have told this client that in order to do any kind of SEO, they'll need to completely rebuild the site. I've seen some of the sites these companies have built, and they are tacky, over crowded and hard to use. My client is now thinking they need to have their site rebuilt. Is there any merit to this idea? Or are these companies just using the knowledge gap to swindle people into buying more services? I can't get my page to rank. What am I doing wrong?
I'm new to this forum and this is my first question. So if I'm not supposed to ask this type of question, please forgive me. I'm trying my best to get http://www.westcoastflenterprises.com/#!roofing/bbb1e to rank on the first page in Google for "roofing contractors" in the following SW Florida cities: "Naples, Bonita Springs, and Fort Myers." Our company has a physical address in Fort Myers only so I understand it's going to be harder to get it to rank for Naples and Bonita Springs. But I can't even get this page to rank well for "roofing contractors in Fort Myers." The page authority is 25 and our domain authority is 27. Our home page authority is 39. Our primary category in Google is building restoration & preservation. But we have divisions in our company: Roofing Concrete Ornamental metals I would love it if our roofing page could rank higher than the third page, which is where it currently sits. I worked really hard to get each of our roofing-material manufacturers to link directly to our roofing page, not the home page. My hope is that you can help me because I'm really discouraged. Does anyone have a good program they use for full site audits?
I'm looking to find a program that will do the following: Scan for page errors including code issues, hosting issues, redirect issues, etc. Pages missing Google Analytics Google + Local audit to identify issues with NAP, citations, category selection etc. Find pages with title issues including missing page titles, duplicates or titles that are too short or too long, header tag issues such as missing H1 tags Meta description issues including missing meta descriptions, duplicate meta descriptions or meta descriptions that are too short or too long Link issues including broken internal or external links or missing anchor or ALT text Identify internal or external links using rel=”nofollow” Image issues, such as missing ALT or title text and broken images Identify pages using Schema.org microdata I know there are probably a couple programs that will do little bits here and there so I'm open to suggestions. SEO for local business directory type site
I am thinking about creating a local business directory type website that lists all local Tattoo Shops. I am familiar with both local and global SEO and how to differentiate between them, however, I am not sure how I should approach this type of website. It isn't an actual business, but I want to target local searches that are looking for tattoo shops. In other words, when someone types in "tattoo shops" or "tattoo shops near me", or "tattoo parlors", I want the website to appear. Is this something that is manageable, or will the individual Tattoo Shop websites always show before mine since they are real local businesses with google+ pages?

International site, be visible on both .com and .co.uk?
Do you guys have any tips to increase the visibility in both Google.com and Google.co.uk? The site today, have good visibility in USA, but its poor in the UK... Information: The server is based in US. No region is set in the Google Webmaster Tools. Incoming links are from global regions, mostly US. Do we need to add a specific section for the UK (uk.site.com or site.com/uk/) and specify region in GWT to make sure Google handle this the right way? Its a lot of work, rewrite all the content for another section, which also is in english...

Sites Verification Issues
We have a group of automotive dealerships by a website provider that causes issues when trying to verify our sites. Because they use Analytics for their data program, they install a code into our websites-stopping us from doing so properly in our back end. We also cannot verify ourselves in webmasters or adwords. We can't actually "own" any of our sites since they run a java query script from within the website. They also do not allow the use of iframes or scripts, so we can't even use the container to verify these sites. Any help or insight would be greatly appreciated as I am sure there is some way to break this to get our data and be verified.
