Negative seo by Shady SEO Firm?

Recently a former client of man called me up and said that his rankings for his Auto Repair Shop in Tacoma WA had dropped and he had his worst November in sales since they hired this new SEO firm to rebuild their website and provide SEO. Of course the first thing I did was check his back links and sure enough there are 22 links from Yellowbook.com all pointed to different cities
I checked the SEO firms website and they and they had 4 links from YellowBook. The problem was the links from YellowBook were all optimized from different cities. I am pretty sure Google penalized my client for the unnatural back-links to YellowCrook.com. Does the community agree that these links caused the penalty? After further looking at his search results I noticed that his keyword that he was number 1 for the last 3 years. Tacoma Auto Care was still showing high up in the organic results. Number 4 behind 2 yelp results and one other company. But he was still number 10 to 15 in the 3-pack results for the same keyword. This leads me to conclude that the Yellowpage links destroyed his NAP with all the different cities they added. See picture attached
Also when you use the same search terms in BING there is NO LOCAL Penalty.

Thanks for the response. The company Philsautocareinc.com has had stead rankings for 3 years. They hired this new company www.effectivewebsolutions.biz to do their website site in April of 2016. They took 3 months to build the website and then started SEO work around July August 2016. The reason I focused on the Yellowpage links is because www.effectivewebsolutions.biz has the exact same links pointing to there site. So i know they are the ones who did it. Since this business physical address is in Tacoma wouldn't googles algorithms still see the different cities in the Yellowbook links as spam? Just saying.

Agree with Marcel, in essence he recommends a deeper dive. I recommend collate links, from majestic, moz, ahrefs and WMT's. Then you have to go through them each manually.
I tend to focus on exact matching anchor text, and non branded anchors. That is where you usually find the culprits. Also when identified disavow from the root.
Focusing on bad links though is not enough.
I would also be tracking any other site changes, did the new seo company change any title tags, h1's etc. Is the page speed still under 2 seconds... you should be able to do deep dive off WMT's as it all seems within 90 days... pin point some dates of drops... look at the words specifically that have dropped. Get granular. WMT's should really help at this stage, so I would do a deep dive there, capture as much data as you can as it is slipping away.

SEO from INDIA Smarter then Google?
Exploring this url: filterscanada.ca In Open Site Explorer, it is clear those guys bought one of those package available on site like eLance.com a low price over seas!!! Where freelancer around the word can be hired for a fews bucks. For example, I post a job on eLance for SEO and most of the freelancer submitting where from INDIA. For just a few hundreds dollars, you can get a complet SEO package. At first, the price was attractive, but when posting on seoMoz and doing research, I came to the conclusion, the techniques they use might hurt more the produce positive result... How can you get a D.A. of 45 using backlinks they get? I read all those things about Google algorithm, and Panda and Penguin and this and that... Being impossible to crack! Do you have a explanation? I work really hard ans spends lots of $$$ to have a clean site selling furnace filters

Are the Majority of SEO Companies 'Spammers, Evildoers, & Opportunists'?
This may not be the most productive Q&A discussion, but I've had some really interesting experiences this last month that have made me even more distrusting of "SEO" companies. I can't help but think of this post (not much has changed since '09). Even though it takes a pretty extreme stance, I agree with the core of it - _"The problem with SEO is that the good advice is obvious, the rest doesn’t work, and it’s poisoning the web." _ I didn't start doing this type of work wanting to have such a negative opinion of SEO companies, but I just keep having the same experience: I'll get referred to someone who isnt' happy with their SEO company. They send me their web address, I check out the site, and seriously can't believe what I find. MISSING PAGE TITLES, EVERY CANONICAL URL ISSUE IMAGINABLE, AND 10'S OF THOUSANDS OF BOT SPAM EMAT LINKS FROM PAGES LIKE THIS...AND THIS and just recently a company a called one of my clients and conned him into paying for this piece of spam garbage, obviously scraped from the site that I made for him. and what's worse, sometimes for whatever reason these companies will have all the client's FTP and CMS logins and it can be hell trying to get them to hand them over. There's no webmaster tools set up, no analytics, nothing.... These businesses are paying a good chunk of change every month, I just can't believe stuff like this is so common...well acutally, it's what i've come to expect this point. But I used to think most SEO companies actually had their clients best interest at heart. Does every honest consultant out there run into this same type of stuff constantly? How common is this type of stuff really? Now, on to the positive. This community rocks, and I feel like it represents real, ethical, solution-oriented, boundary-less SEO. So thank you Mozzers for all you do. and I love using the tools here to help businesses understand why they need an honest person helping them. Does posting on Craigslist damage our SEO or reuptation?
We have a website that's a single person barbershop. She has been promoting on Craigslist, and that is outranking the website in the SERPs. However, the craigslist results showing up are actually expired and don't link to anything. They just seem to be cached by Craigslist. My question is, is Craigslist considered to generally not be a good avenue for directing inbound links for services on your site? Or is it a good strategy to use Craigslist to build link traffic for service businesses? I get mixed responses when I search for this. Thanks eYtdHtg.png
