Buy domain, redirect, get all the good links (+link juice) and disavow the spammy ones?

There is a domain for sale that has a quite nice profile and a lot of good backlinks, but also quite a few spammy ones.
This domain has a Spam Score of 14% acc. to Moz Link explorer, ours has only 2%.
My questions:
1. The domain and the good backlinks are related to or close to our content/keywords. But we are worried whether the "spammy" ones will hurt us. Does anyone has experience with this?
2. Would it help if we disavow the spammy backlinks afterwards? And if so, how do we do that? Add new domain to search console, disavow the bad links and then redirect the entire domain to our domain or redirect the domain first and then disavow from our property?

If you're OK with domain age, niche etc. you can disavow bad links.
Or you can try to remove them manually. Contact website owners to request them.

Community Consensus: Are These Good Links?
I recently used a firm to do 2 months of outreach as a test for quality of work. Their reporting process is monthly, which seems fair, but after the first month's report I was sorely disappointed with the targeted domains for links. Apparently, the firm decided to condense the two months of outreach in to 4 days, so by the time I was finally able to see the work, the "job is done." Again, extremely disappointed. The original SOW was to target set posts for outreach in month 1, review/adjust and move in to month 2. No dice. So, here I am now left with a list of sites that have been targeted for outreach, being told "they are quality sites." What do you think, am I missing something and these are truly good links? Is there value of consistently getting a link from a high DA site?
Is there value in consistently getting a link from a high DA sites? For example, consistently posting on a blog monthly rather then only doing it once and getting a link/being done with it. Could you list the pros of consistently getting links on high DA sites?

In the Competitive Domain Analysis report, why does the number of my external followed links vary over time. Some weeks its high some weeks it's low. Doesn't seem to be a pattern.

I've just taken over a clients site, and they are clearly being penalized for theier previous agency having purchased from a link network. They have thousands of low value links. Once I have identified them, how do I stop them? Is there a code, or a blocker or something that I can use to reject the links? Thanks in advance guys.

How to improve (ASAP) the linking root domain, the followed linking root domains and the linking C-Blocks? Linkbuilding (or whatever) techniques.
I have a small site (.com) like any website in my sector. 30-90 pages. I have no crawls errors. Everythings is fine, just I need to improve my linking root domain, the followed linking root domain and the linking C-Blocks. Example: my competitors have 300 (one of them have 1300) of total links. I have 30. Anyone know some good strategies? techniques? tips? I just dont want to be in a farm directory, I want free links. I'm already running two strategies but it works so slowly. I want something faster at this moment. Also, any recommendation will be thankful.

Question about forwarding domains and link juice
We currently have a domain that has a small amount of inbound links: http://www.opensiteexplorer.org/www.1800wecoach.com/a!links We decided to switch over to a different domain name, which currently has 0 inbound links. What we were wondering is which would be better: link to the new domain from the old domain in a prominent location on all pages. or forward the old domain to the new domain? does forwarding a domain pass linkjuice?
