Buy domain, redirect, get all the good links (+link juice) and disavow the spammy ones?

There is a domain for sale that has a quite nice profile and a lot of good backlinks, but also quite a few spammy ones.
This domain has a Spam Score of 14% acc. to Moz Link explorer, ours has only 2%.
My questions:
1. The domain and the good backlinks are related to or close to our content/keywords. But we are worried whether the "spammy" ones will hurt us. Does anyone has experience with this?
2. Would it help if we disavow the spammy backlinks afterwards? And if so, how do we do that? Add new domain to search console, disavow the bad links and then redirect the entire domain to our domain or redirect the domain first and then disavow from our property?

If you're OK with domain age, niche etc. you can disavow bad links.
Or you can try to remove them manually. Contact website owners to request them.

Best SEO practice to redirect affiliate link
Hello, I got an affiliate program on my website, that redirects the affiliate link to the main site like: site.com/ads/aff_code/ -> site.com/ (The redirect is done using a 301 status code.) On the redirect process the site stores a cookie to track the affiliate sale. Will Google and others SE follow this permanent redirect, transferring the relevance of this affiliate link to my main site? In other words, if an affiliate does something wrong (like spams), does the bad reputation will be transferred to my main site? Is there a better way to do that from a SEO standpoint? Thanks,

To disavow or Not to disavow is the question?
OK, I have done some analysis of my site and it seems quite clear that I have been hit by Penguin and this is largely down to my link building strategy. My question now is; 1. Do I try to undo the damage by disavowing toxic links I have identified, or 2. Do I just accept what is and ensure that from here on in I follow natural backlink acquisition? Thanks

When link building is returning little success, what is a good plan b?
I know that in an ideal world you would be able to create an amazing site with great content that every one would link to. But what if you're not able to so this, what if you the market you're in is very competitive and you're struggling to find good link partners. I know I can submit to directories and article/press sites but surely this isn't enough to get me any where near my desired goal! I guess I'm asking: is gaining reciprocal links the be and end all of Serps, am I missing any other SEO techniques to get my site higher up the rankings?

Using an SEO Agency to build one-way links for you via link exchange
There are a number of SEO agencies which offer link building as part of their SEO offerings. I believe they build one-way links to the client site, by offering another link in exchange to the liking site. So, if the client site is "C", and link is being requested from site "A", the site "A" owner is offered a link from site "B" in return. Is this a good and/or recommended practice?

Do you link out to good content?
I have noticed that there are a bunch of questions in the Q&A about people are concerned about allowing blog post comments or linking out in general. My question is: do you avoid linking out to other websites, even though they have good content? I am not talking about direct competitors here, but just linking to other websites in general.
