Hreflang - different navigation for all countries

Hi all!
Currently we are implementing the href lang tag. I'm not really sure how to solve this:
We sell our products in the Netherlands and Belgium. For the Netherlands we have 1 category page for pebbles (stones) which contain both rounded and non-rounded pebbles. In the Netherlands there is not really a difference between them (people search for pebbles and that's it). The URL:
https://www.website.com/nl/pebbles.
In Belgium there is a difference (people specifically search for rounded/non-rounded pebbles). Therefore, in Belgium we have 2 pages (we don't have an overall page):
https://www.website.com/be/pebbles-rounded.
https://www.website.com/be/pebbles-non-rounded.My question now is, what to do with the hreflang tags on these pages?

You don't, it's not the same content. Unless you make a general pebbles page for /be/, the hreflang won't make sense, it's not the same content. Those subfolders should be claimed in GSC and geo-targeted to those countries.

Page Title Displaying differently on Google
Hi i am wondering why page title is display differently on google search. The combination of words that are being displayed on google are not on the page and the page title is simply "Camera Filters", however the page is showing as "our range of Camera Filters" (with the same capitalisation). http://awesomescreenshot.com/0cf4r09y27 I have optimised the age as best i can so it removes the OUR RANGE OF preface, however no luck. How to redirect subfolder on different domain to another but same ftp
Hi i was wondering how can we redirect all subfolder under language repertory from a domain name to another domain name. The thing is that these 2 domain are on the same IP. Has anyone tested or knows whether it makes a difference to upload a disavow file to both www. and non-www. versions of your site in GWMT?
Although Google treats both as separate sites, I always assumed that uploading the disavow file to the canonical version of your site would solve the problem. Is this the case, or has anyone seen better results uploading to both versions?

Redirection based on country and impact on rankings
I have a website that ranks number 1 in google.co.uk for its main key term and ranks number 4 in google.com.au. However i would rather that visitors in australia see domain.com.au rather than domain.co.uk. Is there a way to achieve this using some clever 301s without impacting the rankings in australia and so that the .com.au starts to rank in place of the .co.uk OR Would you advise launching a .com.au version of the site hosted separately with unique / re-written content on it.?

Does location of Server matter for ranking in country

Can search engines penalize my site if I block IPs from some countries?
I have spotted that some countries in South America generate lot's of traffic on my site and I don't want to sell my service there. Can I be penalized for blocking IPs from certain counties? Thanks!

Should I 301 redirect my country specific sites, or use them as linking root domains?
I have loveelectronics.co.uk, but I also own 10 other country code specific domains. I am short on links (i'm actually still setting up the website) and wondered that until i have country specific content, should I 301 redirect these websites to the homepage of my main site, or could I use them as links which would mean I have more linking root domains? Sorry if this is a beginner question, but it would be good to know so I can sort this.
