Inherited site with high Spam Score backlinks

When building backlinks myself I have been conscious to avoid going over the 30 spam score as recommended on Moz somewhere. But one of the sites I have recently started working on: https://www.osborneplanning.uk/
has a number of very high spam score backlinks, 5 above 50. Some are follow some nofollow.
I am wondering if its a good idea to disavow them, or should I just leave them as they are, I have read some suggestions that Google will just ignore the majority of spammy backlinks, and its better just to keep them, I dont want to start deleting links if they don't cause any problems. -

Web 2.0 Backlinks
Hi Normal Web 2.0 websites like Wordpress.com, blogger.com have very High DA and PA. But when we create a subdomain, DA and PA falls to 1 as Google treats subdomain as new websites. Does it make any sense then to get backlinks from web 2.0 websites? will it help in Google rankings?

Backlink Transparency with SEO Agency

Spammer sites brining my DA score down
A disgruntled web developer registered my domain with a dozen spammer sites, so my score plummeted. Is there a way to get these removed?

Redirecting broken backlink to my site
Hello guys, I found an expired domain with inbound links from 41 different root domains, almost all of them from relevant sources. I have 2 ideas in my mind: A) I am thinking about buying this expired domain and place a 301 redirect to a post in my blog who talks about a similar subject.Relevance: let's say the content of the expired domain is about "horses wallpapers" and the content of my site is about "horse transport". Not the same, but a post in my blog could talk about "top 10 horse wallpapers". Do you see what I mean? B) Contact all the webmasters with broken links, alert them and expect they are nice and place a nice link to the post in my blog talking about "top 10 horse wallpapers". What do you think? How is this site ranked so high on Google?
How on earth does "southeastasiatravelblog.com" rank No 3 on Google for "Asian travel blog"? It's just a collection of basically PR type travel articles. I have profiled its backlinks using Open Site Explorer and 71% of them are dead. The rest seem to be mostly "run of site" links from his other websites, which aren't particularly travel or Asia related. The highest PA for a live backlink to this site is a link from within his own website (PA 27, DA 15). Most of his backlink anchors are URLs and look fairly EMD to me. The site has few shares (6 FB shares, 7 FB likes, 1 Twitter share). So what makes it rank so highly for this phrase? My site I'm comparing against is "travelnasia.com" which is a fairly new domain with a DA 23, PA 31 and about the same amount of shares but far fewer backlinks at this stage because I recently changed URLs to shake off what might have been an algorithm penalty from Google. I am now receiving a growing level of Google search traffic again, but it's a long climb back. I'm looking at strategies, which is why I was checking out the site above.

High DA Press Release Site
Hi Guys, So we have just received a message from Google confirming that we have an un-natural link profile. We are currently in the process of gathering all our links and going through them 1 by 1, at the moment I'm just stuck deciding if we should remove this link. High Domain Authority Even Though It has spam links to it...?
I own a domain that can provide links to my website, but it seems to have picked up a lot of spammy links - 2000+ linking domains. SeoMoz toolbar still gives it a domain authority of 66. Should I use the domain to link to my site? Or will it have a negative impact?
